Street & Trench Permits

There are Three Types of DPW Permits:

1. Street Occupancy

This permit is for the temporary occupancy of the public street or sidewalk for construction/ maintenance with no excavation (cranes, dumpsters, scaffolding, equipment and material storage, etc); moving and delivery trucks; and public events such as parades, block parties, etc.)

HOW DO I GET A STREET OCCUPANCY PERMIT?

  •      Fill out the "Request to Conduct Event" form from the Police Department.
  •      Obtain Police, Fire, Health, or any other relevant Department approvals on the form.
  •      Fill out the DPW application - who / what / where/ when/ why/ how.
  •      Produce a certificate of liability insurance (can be faxed). (Sample)
  •      Pay all fees at the time the permit is requested (no cash).
  •      Allow 72 hours for permit processing.

2. Street Opening Permit

 This permit is for excavating / digging in the public way (streets or sidewalks) or in a City easement. All contractors must be licensed annually with the City of Springfield before permits will be issued.

3. Trenching Permit

This permit is for anyone excavating / digging in the public way (streets or sidewalks) or private property as per state regulations (520 CMR 14.00). The requirements for permit are the same as the Street Opening Permit plus providing a copy of a MA Hoisting Equipment license and a self certification for OSHA Competent Excavation Person requirements.  All contractors must be licensed annually with the City of Springfield before permits will be issued.

There is a 3 year moratorium to excavate from the date paved.

 HOW TO BECOME LICENSED AS A CONTRACTOR WITH THE DEPARTMENT OF PUBLIC WORKS?

 

  •    Fill out the annual license application and pay a $125.00 application fee (no cash). (Sample)
  •    Produce $10,000 permit bond (must be original - not faxed copy). (Sample)
  •    Produce a certificate of liability insurance (can be faxed). (Sample)
  •    Supply three (3) recent, local, written references from other municipalities on municipal letterhead.
  •    Supply copies of the operator Ma hoisting Equipment License with number, grade, and expiration date.
  •    Supply an OSHA Excavation Competent person training certification. (Sample)
  •    Allow 72 hours for application processing.

HOW TO GET A STREET OPENING AND / OR TRENCHING PERMIT?

  • Obtain license from DPW.
  • Pay any / all back fees due.
  • Fill out the DPW application - who / what / where/ when/ why/ how.
  • Pay all fees at the time the permit is requested (no cash).
  • Allow 72 hours for permit processing.
