The Loan Fund program is open to non‐profit and for‐profit incorporated entities in good financial standing with all existing financial commitments. Prospective Borrowers must be current on all obligations and in good standing with all federal, state, and local taxes, fines, fees, and prior loan obligations to be eligible to apply for funding. Evidence of good standing shall be submitted by the Applicant at the time of application. Home based businesses are not eligible.


The Fund can only be used on vacant, abandoned, or environmentally blighted properties located in HUD‐designated Qualified Census Tracts (QCTs). Funding priority will be given to projects occurring on properties located in Priority Target Area neighborhoods. Project Sites located outside of these areas are not eligible for funding. Eligible properties include vacant buildings and historic properties, dormant or vacant lots, and other related blighted properties. The Fund will prioritize Projects located on properties that in their current condition, exhibit outward signs of decline (such properties if left unaddressed, present a challenge to neighborhood stability). Funding requests that exceed 30% of Total Project Costs will not be considered.

OPED Mission Statement

The Office of Planning and Economic Development (OPED) works to create a climate in Springfield that is conducive to growing and attracting businesses in order to strengthen and revitalize the City's neighborhoods and communities and to stabilize and transform our physical, social, and economic environment.

OPED promotes the City as an attractive location for new businesses, retaining and expanding our valued existing businesses, and increasing our tax base.  We provide planning support, technical assistance, coordination and advisory services to city officials, boards, and committees on issues involving land use planning, zoning, economic development, open space land preservation, smart growth, and historic preservation. OPED is also responsible for small business assistance including financial programs, tax incentives, and business outreach.
