The City is posting an update to CDBG-NDR funding that will reallocate existing fundings within existing line items. This action does not require a substantial amendment.

Substantial Amendment #2 to CDBG-NDR Action Plan

The City of Springfield, through the Office of Disaster Recovery & Compliance has prepared a DRAFT SUBSTANTIAL AMENDMENT #2 for the National Disaster Recovery Grant - CDBG-NDR.  This amendment makes changes to the Watershops Dam Project and the Brooking School Solar Power Project.  You may click here to view Substantial Amendment #2.

Substantial Amendment #1 to CDBG-NDR Action Plan

The City of Springfield has completed Substantial Amendment #1 to the CDBG-NDR Action Plan.  This amendment will expand the geographical eligibility criteria for participants in the IT Workforce Training Program, Healthy Homes/Construction Workforce Training Program, Citizen Science Initiative and the Citizen Tree Stewart Program.  This amendment You may click here to view the City's Amendment to the CDBG-NDR Phase II Application/Action Plan. 

Non-Substantial Amendment #5 - CDBG-NDR Action Plan

The City has submitted non-substantial amendment #5 to HUD.  This modification removes the requirement for DevelopSpringfield to include the Innovation Cafe at the Innovation Center.  The Innovation Cafe will be replaced with low/no cost pop-up retail space for new entrepreneaurs and Berkshire Bank will utilize a portion of the space to provide financial technical support and financial literacy to VVM associated businesses and will assist them in accessing and obtaining business start-up capital.  Click here to view this modification

Non-Substantial Amendment #4 - CDBG-NDR Action Plan

The City submtited a non-substantial amendment to HUD to utilize the Elimination of Slum/Blight National Objective for the Healthy Homes Program.  Click here to view this document. 

Non-Substantial Amendment #3 - CDBG-NDR Action Plan

The City has submitted Non-Substantial Amendment #3 to HUD.  This modifcation makes alterations to the job training national objectives.  Click here to view this document

Non-Substantial Amendment #2 - CDBG-NDR Action Plan

 The City of Springfield submitted minor amendment #2 to the City's NDR Phase II application to rename the project "Healthy Homes Rehabilitation Program" to "Healthy Homes Program". The request seeks to amend language to include owner-occupied housing into the project in order to expand the impact of the program.  Click here to view minor amendment #2. 

Non-Substantial Amendment #1 -CDBG-NDR Action Plan

 HUD approved minor amendment #1 to the City's NDRC Phase II application to extend of the completion of the climate change plan from 12/31/2016 to 06/30/2017.

Expenditure Modification

Expenditure Deadline Extension Request - CDBG-NDR Action Plan

 HUD approved the expenditure deadline extension request to the City's NDRC Phase II application to extend the expenditure deadline to 09/30/2022.

HUD Approves CDBG-NDR Action Plan

Residential Anti-displacement and Relocation Assistance Plan

City Releases DRAFT Phase II Application for Public Comment

The City has released a DRAFT Phase II application for public comment.  To view the Phase II application click here.

Public comments may be submitted until October 23, 2015 at 4pm to Tina Quagliato in the Office of Disaster Recovery & Compliance at tquagliato@springfieldcityhall.com or via phone at (413)750-2114. 

City Makes National Disaster Resilience Competition (NDRC) DRAFT Application Available for Public Comment

The City of Springfield has published it's draft application for National Disaster Resilience Competition for a fifteen (15) day public comment period. The public comment period begins on March 10, 2015 and ends on March 24, 2015 at 4:00 pm.
