City Launches Homeowner Repair Program for Unmet Tornado Damages

Mayor Domenic J. Sarno has announced the City of Springfield's new home repair program to assist homeowners who continue to have unrepaired damage to their primary residence as a result of the June 1, 2011 tornado.

The City is providing eligible homeowners 0% interest forgivable loans to make repairs. To be eligible applicants must meet the following criteria:

  • Have sustained substantial, severe or major damage from the June 2011 tornado.
  • Homeowner must be able to document current unrepaired damage fromt the tornado that has not been reimbursed by insurance, FEMA or SBA.
  • Home must be located in one of the five most impacted neighborhoods: South End, Six Corners, Old Hill, Sixteen Acres and East Forest Park.
  • Home must have served as the homeowner's primary residence at the time of the disaster and must currently be their primary place of residence.
  • Homeowner must meet income eligbility guidelines.
  • Homeowner must have registered with FEMA following the tornado.

City Awards Phase III Demolition Bids

The City has awarded Phase III CDBG-DR Demolition projects as follows:

  • 59-61 Avon Place - Associated Building Wreckers - $49,400.00
  • 727-729 Main Street - Associated Building Wreckers - $39,795.00

City Awards $250,000 for Workforce Development and Job Training Programs

The City will be awarding a total of $250,000 in CDBG-DR funding to three organizations to provide job training and workforce developmnt programs to residents of disaster impacted neighborhoods. There will be a special focus on recruiting residents of the Six Corners and South End neighborhoods, as the residents of these neighborhoods face multiple barriers to employment and both areas were heavily impacted by both the long and short term effects of the natural disasters that occured in 2011.

The City has issued the following awards for these purposes:

  • Training Resources of America will receive $85,100
  • Springfield Technical Community College will receive $94,449
  • Window Preservation LLC in partnership with the Hampden County Sheriff's Department will receive $70,451

The City anticipates that the contracted organizations will provide training to a minimum of 100 Springfield residents.

City Seeking Relocation Advisory Services

The City of Springfield is seeking proposals from qualified individuals, firms, entities and/or joint ventures (hereafter "Consultants") to provide on-call residential and business relocation advisory services for various projects across departments and throughout the City.

The City is seeking an entity to provide on-call relocation advisory services for various departments. Departments covered under this contract may include, but will not be limited to, the Office of Disaster Recovery & Compliance, Community Development, Office of Housing, Office of Planning & Economic Development and Treasurer-Collector's Office.

The City is seeking a contract term of three years, with a thirty day termination notice.

Proposals are due to the City of Springfield, Office of Procurement no later than Tuesday, September 30, 2014 at 2:00 p.m.

All inquiries from prospective Consultants, whether from individuals, firms or joint ventures must be submitted in writing to the Office of Procurement. In order to provide prompt answers to questions, the CPO requests that all proposers submit the written questions seven (7) days prior to the RFP response deadline. Accordingly, questions must be received in writing only at the City of Springfield, Office of Procurement not later than September 22, 2014. The CPO will compile written answers which will be mailed back to all Proposers who requested a copy of the RFP, no later than September 24, 2014.

City Seeks Organizations to Provide Workforce Training to Residents of Disaster Impacted Neighborhoods

The City of Springfield, Office of Disaster Recovery & Compliance inconjunction with the Office of Planning & Economic Development, have released an Invitation for Bids (IFB) seeking qualified organizations to provide workforce training to residents of disaster impacted neighborhoods. The program is being funded by Community Development Block Grant - Disaster Recovery (CDBG-DR) funds.

This IFB seeks organizations, non-profits or for-profits, to provide skills training to residents in eligible neighborhoods impacted by the June 1, 2011 tornado, with the goal of specifically targeting residents of the South End and Six Corners, two neighborhoods that were greatly affected by the natural disaster.

The maximum award under the program will be $100,000, with a total fund of $250,000 available. Proposals that demonstrate clear links from training to employment, and explain who the organziation intends to prioritize providing job training opporunities to residents of the South End and Six Corners neighborhoods, will be given preference. Organizations that are able to show the ability to leverage other funding to provide training to greatest number of residents will also be prioritized.

City of Springfield Issues Notice of Funding Availability and Request for Proposals for Disaster Recovery Area

The City of Springfield has been awarded $21.8 million dollars in Community Development Block Grant ? Disaster Recovery (CDBG-DR) funds as a result of multiple presidentially declared disasters occurring in 2011. As a result of this funding the City of Springfield is making $1.4 million dollars available in CDBG-DR funds for proposals for developers for "ready to proceed" single-family, new construction projects that will provide homeownership opportunities to low-moderate income buyers who are within 120% of Area Median Income.

Basic Eligibility Requirements:

The City is seeking projects within a limited area of the Old Hill/Six Corners neighborhoods that was heavily impacted by the June 1, 2011 tornado. The City is most interested in proposals that will create high quality, newly constructed single family homes on each proposed site. The City will entertain proposals that include a second unit, but additional units will not be considered as advantageous as single family proposals. Proposal s should include home re-sale to income qualified buyers within 120% of Area Median Income (AMI). Developers must be able to demonstrate a successful track record in housing development and utilizing comparable federal funds and regulations, ability to comply with CDBG-DR requirements and must site control for all proposed projects. Projects should be ready to proceed immediately and all new construction and expenditure of funds must be completed no later than September 2015.
