Mayor Domenic J. Sarno and Christopher Cignoli, Director of the Department of Public Works (DPW), sent a letter today to the Springfield state delegation asking for their support for Governor Maura Healey’s proposed increase to Chapter 90 funding. Chapter 90 is Springfield’s primary source of funds for roadway maintenance and improvements.
The increase to Chapter 90 was recommended as part of a report completed by an Advisory Group convened by the Governor’s Office, which included Transportation and Public Works leaders from around the state. The recommendation is to increase the statewide funding amount from $200 million to $300 million per year in a 5-year bond bill to be submitted to the Legislature.
Mayor Sarno states, “Municipalities like Springfield have seen an increase in the cost of road projects due to inflation and an increase in the cost of goods and materials. In order to properly maintain and enhance our extensive roadways across the Commonwealth, including here in the city of Springfield, it is vital that local municipalities receive the necessary funding from Chapter 90. Safe and reliable roads, bridges, sidewalks and bike lanes are essential to providing our residents and businesses with a good quality of life, and are vital for public safety aspects. In addition, these fundamental infrastructure projects play an important and key role with local economic development projects too.”
“The state allotment of $200 million per year in Chapter 90 funding has not changed since Fiscal Year 2012. Although Springfield receives approximately $3.6 million in Chapter 90 funding, an increase in funding is needed to keep pace with the cost of maintaining and building roads. Prices for maintaining our roadways have increased since 2012,” said DPW Director Chris Cignoli.
