Lead Based Paint Hazard Reduction Program
Lead poisoning is a leading environmental illness of children and is caused primarily by lead-based paint in older homes. The most common exposure to lead for children is through contaminated dust from deteriorated or disturbed lead-based paint in homes built before 1978.
The City of Springfield provides funding to reduce lead-based paint hazards for income-eligible households that include a child under six years old or where a parent is expecting a child. The program is available city-wide for both owner-occupied and rental residential units. The household living in the unit must have income at or below 80% of the area median income.
- Owner-occupants residing in a single family home may be eligible for over $20,000 in grant funding.
- Investment owners (landlords) may be eligible for over $20,000, as a deferred payment, 0% interest loan.
A licensed lead abatement contractor will perform the lead abatement work, which will result in a Letter of Full Deleading Compliance (LOFDC) from the Commonwealth of Massachusetts. for the eligible units.
