The City of Springfield is in the process of preparing its Consolidated Plan for Housing and Community Development (“Consolidated Plan,” or “ConPlan”) activities for the upcoming five years: July 1, 2025 - June 30, 2029. Through the Office of Community Development, the City has previously asked residents and stakeholders to take part in public meetings and complete an online survey in order to better understand the city's needs and objectives for the consolidated plan. The City continues to seek community input and the next public hearing is coming up on January 23, 2025.
Each year the City receives approximately $6,400,000.00 of federal housing and community development grants from the U.S. Department of Housing and Urban Development (HUD); Community Development Block Grant (CDBG), the HOME Investment Partnerships Program (HOME), Emergency Solutions Grant (ESG) and the Housing Opportunities for Persons with HIV/AIDS (HOPWA).
The HUD funds must benefit low moderate-income residents in Springfield. Springfield may spend CDBG, HOME and ESG funds in all areas of the City, within designated boundaries. The City may spend HOPWA funds in the Eligible Metropolitan Statistical Area (EMSA), which is made up of Hampden, Hampshire and Franklin counties.
The City of Springfield, through the Office of Community Development, is pleased to announce that they will hold the second public hearing regarding the development and planning process of the 5-year Consolidated Plan (ConPlan) and the Annual Action Plan for Program Year July 1, 2025-June 30, 2026. The ConPlan, a document required by the US Department of Housing and Community Development (HUD), will cover the period of 7/1/2025-6/30/2029. The Annual Action plan will cover the period 7/1/2025-6/30/2026.
Public Hearing Details
The public hearing will be held on Thursday, January 23, 2025, 5:30 PM at the Mason Square Library, 765 State Street in the community room. For anyone who is unable to attend in person, a Zoom link is also available for the meeting.

The Consolidated Plan includes an assessment of housing, homelessness and community development needs in the community and outlines a strategy to address those needs. It is important to hear from people who live in the City to understand what they need as the goals and strategies are developed for the next five years. The plan must be developed through a participatory process regarding the use of federal funds.
Interested parties are invited to submit written comments concerning the ConPlan process or identifying community needs and priorities by 4:00 pm on January 31, 2025.
