The City of Springfield’s Office of Community Development is asking residents and stakeholders to take part in public meetings and complete an online survey in order to better understand the city's needs and objectives for the consolidated plan.

The City of Springfield is in the process of preparing its Consolidated Plan for Housing and Community Development activities (“Consolidated Plan,” or “Con Plan”) for the upcoming five years, July 1, 2025-June 30, 2029. Each year the City receives approximately $6,400,000.00 of federal housing and community development grants from the U.S. Department of Housing and Urban Development (HUD); Community Development Block Grant (CDBG), the HOME Investment Partnerships Program (HOME), Emergency Solutions Grant (ESG) and the Housing Opportunities for Persons with HIV/AIDS (HOPWA).
The HUD funds must benefit low moderate-income residents in Springfield. Springfield may spend CDBG, HOME and ESG funds in all areas of the City, within designated boundaries. The City may spend HOPWA funds in the Eligible Metropolitan Statistical Area (EMSA), which is made up of Hampden, Hampshire and Franklin counties.
The Consolidated Plan includes an assessment of housing, homelessness and community development needs in the community and outlines a strategy to address those needs. It is important to hear from people who live in the City to understand what they need as the goals and strategies are developed for the next five years.
To help facilitate engagement, the City will host Stakeholder’s Meetings and two Public Hearings.
The Stakeholders Meetings will be held at the Springfield Innovation Center, 276 Bridge Street on December 4th and 5th 2024.
- Wednesday, December 4, 2024 from 9-11 AM; Housing and Homelessness
- Wednesday, December 4, 2024 from 2-4 PM, Public and Community Services
- Thursday, December 5, 2024 from 9-11 AM, Economic Development
The first Public Hearing will be held on Wednesday, December 4, 2024 at 5:00 PM at the Springfield Innovation Center, 276 Bridge Street.
At these meetings you will have the opportunity to share ideas in the areas of:
- Affordable Housing
- Homelessness
- Public/Community Services
- Vibrant and Safe Neighborhoods
Residents and stakeholders are invited to complete an Online Survey to help inform the city's needs and objectives for the consolidated plan. The survey will close December 31, 2024.
