Mayor Domenic J. Sarno is proud to report that the City of Springfield’s Finance Department, led by Chief Administrative and Financial Officer (CAFO) Cathy Buono, has been recognized by the Government Finance Officers Association of the United States and Canada (GFOA) with the Distinguished Budget Presentation Award for the Fiscal Year ending June 30, 2025.
The Budget Awards Program was established in 1984 to encourage and assist state and local governments to prepare budget documents of the very highest quality, reflecting both the guidelines established by the National Advisory Council on State and Local Budgeting and the GFOA’s best practices on budgeting. The award reflects the continued commitment from the City’s Finance Department to meeting the highest principles of governmental budgeting. Impressively, this acknowledgement marks the 18th consecutive year in which the city has received this award.
Mayor Sarno states, “This is a tremendous accomplishment – now 18 years in a row where the City’s Finance Department has been recognized for the Distinguished Budget Award. I want to congratulate CAFO Cathy Buono and the entire finance team for their hard work and dedication on this achievement. My administration is committed to continuing our strong financial model of fiscal excellence, transparency and accountability. Since taking office, my administration has been committed to establishing a long-standing resiliency plan by maintaining core services, personnel, and continued investment in our City’s future, while being mindful of the current economic climate. Thanks to these measures, my administration has never had to lay anyone off and we have weathered numerous man-made and natural disasters – the 2011 tornado, freak nor’easter snowstorms, a gas explosion, the COVID-19 pandemic, and economic recessions. We will continue to be prudent and compassionate while managing our city’s finances as we move forward during these uncertain times. Again, to CAFO Cathy Buono and our entire finance team, congratulations on this well-deserved recognition!”
CAFO Buono stated, “I want to thank my dedicated finance team for all of their hard work in crafting a quality budget for Fiscal Year 2025 that was deserving of the Distinguished Budget Presentation Award. With continued support from the Mayor, we work hard to produce a balanced budget, without the use of stabilization reserves, that maintains a quality level of services for our residents and businesses. This award validates the tremendous work that our team is doing as we continue to strive for financial excellence and move Springfield forward.”
