She not only continues to make herself and her family proud but our city of Springfield is proud of her too. It was heartfelt and touching watching her win and dedicate that moment to her wonderful mother who had just recently passed away. It is bittersweet and our sympathy, thoughts and prayer go out to her and her family on the loss of her beautiful mom who now looks down upon her from heaven with a smile.”

Mayor Domenic J. Sarno was elated watching Springfield’s own Ruth E. Carter win the Oscar nomination for Best Costume Design for ‘Black Panther: Wakanda Forever’. Carter, a Springfield Technical High School graduate, previously won her first Oscar in 2019 for Best Costume Design in ‘Black Panther’. By winning her second Oscar she became the first Black woman to win two Oscars. In winning her record setting award, she dedicated the moment to her mother, Mrs. Mabel V. Carter, who had just recently passed away at 101.
