City Solicits Proposals for Redevelopment of 471 Plainfield Street

Mayor Domenic J. Sarno and Chief Development Officer (CDO) Tim Sheehan announced today that the City of Springfield has issued Request for Proposals (RFP) for the purchase and redevelopment of 471 Plainfield Street. The property is located in the Brightwood neighborhood and operated as an elementary school until 2021, when Brightwood Elementary moved to a new site. The local community has identified a neighborhood need for affordable housing for seniors and supports redevelopment of the site for that purpose.

Mayor Sarno states, “CDO Tim Sheehan and I are committed to seeking RFP’s for this property at 471 Plainfield Street that is conducive and appropriate for our Brightwood neighborhood.  This property is key for the continued revitalization of the neighborhood and we are excited to see its potential to continue to enhance the aesthetics and amenities for our business community and residents, especially our seniors.”  

471 Plainfield Street is a three level brick building (basement and two floors). It was constructed in 1898 and is approximately 54,198 square feet, sited on a 76,429 square foot lot. The assessed property value is $7,003,500.00. The property is currently zoned as Residence A, but the City is seeking a zone change to Residence C.

The City seeks proposals for development of a multi-family affordable housing project that responds to the community need on the site. The City anticipates that this development project will need multiple funding sources, including Low-Income Housing Tax Credit (LIHTC) and historic tax equity, and therefore seeks a project proposal that will be competitive in an application for state and federal funds and tax credit allocations, and will be able to attract a tax credit equity investor. The project will require an experienced development team and sufficient access to pre-development funds and on-going capital to support all phases of the project.

The City is most interested in proposals that maintain the historic structure of the former school, enhance the surrounding community, and provide quality, energy-efficient affordable housing.
