Smile, You’re on Springfield’s Candid Camera

Mayor Domenic J. Sarno and Executive Director of Parks, Buildings, and Recreation Management (PBRM) Patrick Sullivan released additional details of the City of Springfield’s ongoing effort to curb illegal dumping throughout the city. PBRM has continued to maintain security cameras at multiple sites throughout the city that are used often for illegal dumping activity.

The project started in the summer of 2014 while working in conjunction with the Massachusetts Department of Environmental Protection.  PBRM since then has purchased and installed cameras and maintained surveillance at various dumping sites.  Each site is monitored with at least two cameras.  The department has expanded this endeavor to include other locations that have become common dumping grounds.

The following persons have been caught illegally dumping as part of this effort Since June of 2018 and were cited by the Springfield Police Department:

  • 1/17/2020 at 6:54 pm- Issued citation to registered owner of m/v Nicole Wiggins of 74 Cortland Street Springfield, MA.
  • 2/26/2020 at 8:53 pm- Issued citation to registered owner of m/v Milta Lopez of 237 Walnut Street Springfield, MA.
  • 4/11/2020 at 9:40 am- Issued citation to registered owner of m/v Jacques Jarrett of 135 Moxon Street Springfield, MA.
  • 4/11/2020 at 1:58 pm- Issued citation to registered owner of m/v Janette Pagan of 165 Hampden Street Springfield, MA.
  • 5/27/2020 at 9:28 pm- Issued citation to registered owner of m/v Ottis Herring of 58 Pasadena Street Apt 2 Springfield, MA.
  • 6/4/2020 at 4:52 pm- Issued citation to registered owner of m/v Joshua Narreau of 178 Davis Street Springfield, MA.
  • 9/23/2020 at 1:00 pm- Issued citation to registered owner of m/v Elio Velasquez of 22 Grove Street 2nd floor Springfield, MA.
  • 9/27/2020 at 12:15 pm- Issued citation to registered owner of m/v Roberto Hernandez of 25 Hanover Street West Springfield, MA.
  • 10/12/2020 at 1:30 pm- Issued citation to registered owner of m/v Rafael Rodriguez of 197 High Street Apt 202 Holyoke, MA.
  • 10/15/2020 at 1:30 pm- Issued citation to registered owner of m/v Joel Carrero of 129 Darling Street Springfield, MA.

Mayor Sarno stated, “We are going to remain vigilant to ensure everyone understands illegal dumping will not be tolerated in the City of Springfield. We are continuing to expand areas and the violators should be aware we will catch up with you, so think twice. This program will remain a priority for my administration and we will provide the necessary resources to ensure all violators are prosecuted.”

Patrick Sullivan added, “The Department of Parks, Buildings, and Recreation Management is committed to working closely with Springfield Police to eliminate blight caused by illegal dumping activities. It is unconscionable that residents and people from outside the city consider illegal dumping as an option. We will continue to expand the program and at the Mayor’s direction, we will continue to monitor all sites and prosecute offenders. It is time that everyone realizes we have an affordable bulk pickup process and the rules need to be followed.”

“Our cooperation with Springfield Parks, the installation of additional cameras, and new strategic tactics our Ordinance Officers are using has had and will continue to have a tremendous impact on catching those responsible for throwing away their junk or trash illegally and irresponsibly in our city,” said Springfield Police Commissioner Cheryl Clapprood.
