The Springfield Police Department continues to increase enforcement in the High/Temple/School Street area, but repeat offenders continue to cause problems.
At approximately 7:20pm on Wednesday, Springfield Police Department Narcotics Detectives were working on an investigation in the High Street and School Street area, a man, later identified as Wilfredo Garcia slashed a tire on three Springfield Police Department Undercover cars. Detectives contacted the Springfield Police Department’s Real-Time Analysis Center (R-TAC) who had captured the entire incident on camera. Officers joined Detectives searching for this individual and when Mr. Garcia spotted Officers he ran, jumped a fence and climbed to a roof of a building at 60 School Street. Officers and Detectives surrounded the building and were able to talk Mr. Garcia down and he was arrested.
Mr. Garcia was arrested in June on disorderly conduct and threat to commit a crime charges. Springfield Police Officers also arrested Mr. Garcia this past Sunday on High Street for breaking and entering and malicious destruction of property charges in a domestic disturbance.
Acting Commissioner Cheryl Clapprood and Mayor Domenic J. Sarno met with community and business leaders in this area in the past few weeks asking for their cooperation and pledging to increase enforcement.
“We continue to arrest the same individuals over and over again in this area. Low bails are being set for the drug dealers and low or no bails is being set for individuals who constantly wreak havoc on this block,” said Acting Commissioner Clapprood.
Mayor Domenic J. Sarno states, “While Commissioner Clapprood and I meet with residents, businesses and community advocates of this area and continue to act on their needs and requests our court system once again fails to hear their and our cries. The brave and dedicated “men and women in blue” do their job, which these residents, businesses and community advocates appreciate and respect, but our court system just allows them right back out their “Revolving Door System” to wreak havoc on these law abiding citizens and businesses. – It’s just not damn right! We hear their cries, but the judges and courts do not. We’ll keep doing our job, we ask our judges and courts to do theirs and keep these repeat violent offenders off our streets and out of our neighborhoods before someone gets hurt or killed. God forbid.”
28 year old Wilfredo Garcia of Bell Street is charged with:
- Malicious Damage to a Motor Vehicle (3 Counts)
- Resisting Arrest
- Trespassing
While this was transpiring, Narcotics Detectives continued their investigation and made four arrests in the rear of 43-45 School Street. Crack-cocaine, heroin, $858, two large bags of marijuana and THC Cartridges were recovered.
One of the men arrested, Louis Lebron was recently arrested on similar charges in January and November 2018. Mr. Lebron was charged as a subsequent offender in those cases and recently plead guilty in one of those cases. He paid a $300 fine with no jail sentence.

24 year old Christian Roman of Freeman Street is charged with:
- Possession with the Intent to Distribute a Class B Drug
- Possession with the Intent to Distribute a Class D Drug
- Possession with the Intent to Distribute a Class D Drug

24 year old Mario Salcedo, homeless, is charged with:
- Possession with the Intent to Distribute a Class B Drug
- Possession with the Intent to Distribute a Class D Drug
- Possession with the Intent to Distribute a Class D Drug
- Conspiracy to Violate Narcotics Laws
- Default Warrant
- Fugitive From Justice
38 year old Jeffrey Ortiz, homeless, is charged with:
- Possession of a Class A Drug
- Possession of a Class B Drug
