The City has issued Requests for Proposals (RFP) for the purchase and redevelopment of two tax foreclosed, historically significant homes at 427 Bay Street and 74 Irvington Street. The City is offering a total of $65,000 in U.S. Department of Housing and Urban Development – Community Development Block Grant (CDBG) funding in an effort to attract qualified developers to renovate these properties. Developers would be required to provide the remainder of funding for the renovation of the properties.
Mayor Domenic J. Sarno stated, “My administration continues to be committed to eliminating blight and vacancy in all of our neighborhoods, while sensibly preserving Springfield’s historic assets. I am pleased we can offer this development incentive that will increase the likelihood of successful redevelopment.”
74 Irvington Street consists of a 6,242 square foot lot that includes a 2 ½ story, single family home, that is zoned Residence A and is located within the Forest Park neighborhood. The property is on a corner lot where Irvington Street, Trinity Terrace and Morningside Park meet. The City is seeking proposals that will renovate the structure to an owner occupied home. The City is offering up to $15,000 in CDBG funding that would be available to qualified developers and could be utilized for exterior and/or structural repairs to the building.

- December 21, 2018 at 10:00 a.m.
- January 8, 2019 at 11:00 a.m.
427 Bay Street consists of a 6,671 square foot lot that includes a vacant, two-family, 2 ½ story home, that is zoned Residence C and is located within the Bay neighborhood. The property is located on a corner lot where Cambridge and Bay Street meet, directly across from Oak Grove Cemetery. The City is seeking proposals that will renovate the structure to a single or two family owner occupied home. The City is offering up to $50,000 in CDBG funding that would be available to qualified developers and could be utilized for exterior and/or structural repairs to the building.

- December 12, 2018 at 2:00 p.m.
- December 21, 2018 at 11:00 a.m.
- January 8, 2019 at 10:00 a.m.
In effort to increase responsiveness to these and future RFPs the City will be hosting a Technical Assistance Workshop for interested bidders on December 20, 2018 at 2:00 p.m. at 70 Tapley Street. The workshop is open to the public and parking is free. All potential proposers are encouraged to attend, as well as anyone who has been interested in responding to City RFP’s in the past or future. The workshop will provide technical assistance on how to submit a successful RFP response to the City. It will include a review of Frequently Asked Questions and will provide troubleshooting advice for potential respondents. It will include examples of successful responses and what RFP Review committee respondents look for when evaluating proposals. City staff will also do a brief overview of CDBG funding requirements and how funding is disbursed.
