El Morro Bakery and Restaurant Issued Cease and Desist Order

CITY OF SPRINGFIELD LAW DEPARTMENT TO ISSUE CEASE AND DESIST LETTER  TO EL MORRO BAKERY AND RESTAURANT CORP.  

June 5, 2013 –Springfield, MA- The City of Springfield Law Department (City) is set to issue a Demand to Cease and Desist Operating without Common Victualler License to El Morro Bakery & Restaurant Corp. located at 599 Page Boulevard. El Morro Restaurant and its alleged owner, Luis Cotto, was implicated in a Federal, State, and Local Police investigation into  a massive heroin ring as reported in The Republican on May 30, 2013. Mayor Domenic Sarno ordered a review of El Morro Restaurant by the City’s Licensing Department and upon review, it turned out that El Morro Restaurant has not obtained the appropriate City license to operate. 

The letter (see attached), issued by Assistant City Solicitor Stephen M. Reilly, Jr., stated that “in order to operate a restaurant with in the City a Common Victualler License is required. El Morro Bakery and Restaurant has not applied nor does it possess such a license.”

Mayor Domenic J. Sarno stated; “For those who wish to do harm in and to the City of Springfield, you will not find a welcome here. Be it through cooperating with Federal and State authorities or doing so through our own local enforcement agencies; we will root out those who wish to do business here illegally.”
