Christopher J. Moskal Named Interim Chief Development Officer

April 20, 2011 – Springfield Mayor Domenic J. Sarno announced today that John D. Judge has decided not to renew his contract as Chief Development Officer (CDO), and will instead pursue other career opportunities. Sarno thanked Judge for his many contributions to the City of Springfield and wished him well in his future endeavors. Judge has held the position since June 2009, and his resignation will be effective on May 6.

In announcing the resignation, Mayor Sarno praised Judge for his work in advancing several key Sarno Administration initiatives including the retention of Titeflex Corporation, the expansion of Smith & Wesson, the creation of the UMass Design Center, various “green” economic development projects, South End’s Main Street project, blighted property demolition, job creation and the “Make it Happen” marketing campaign.

John D. Judge stated “During my two year contract, it has been an honor to work with the city team, citizens and stakeholders to advance community and economic development projects in the City of Springfield. I am grateful to Mayor Sarno and the great citizens of this city for the opportunity to serve.”

“The City will continue working with our economic development partners to build on our progress as the national and local economy emerges from the recession, stated Sarno. Job creation plays a vital role in our City’s ongoing financial recovery.”

Sarno also announced that Christopher J. Moskal, Senior Project Manager in the Office of Planning and Economic Development will serve as Interim CDO, pending a permanent appointment. Moskal is a long-time Springfield development official and has been involved in managing several major development projects. Sarno stated “Moskal’s extensive background and experience will assure that there is no loss of forward momentum.” Moskal previously served as Executive Director of the Springfield Parking Authority.

Sarno also said that he has asked city economic development consultant, Maureen C. Hayes, to undertake a comprehensive review of the City’s development capacity and organizational structure within the next 90 days. “The purpose of the review is to assure that the City’s planning and development functions are configured for maximum effectiveness,” said Mayor Sarno. Sarno also indicated that he will make a make a determination on the hiring of a permanent CDO based on the outcome of the review. Sarno said that he will be seeking a highly skilled professional with a background that is well-suited leading a dynamic municipal development organization.
