Carol E. Smith Appointed to Assessor Post

MAYOR DOMENIC J. SARNO AND CHIEF ADMINISTRATIVE AND FINANCIAL OFFICER LEE C. ERDMANN ANNOUNCE APPOINTMENT OF NEW CITY ASSESSOR -- CAROL E. SMITH WILL BE FIRST AFRICAN-AMERICAN TO HOLD POST IN SPRINGFIELD’S HISTORY

April 11, 2011 - Mayor Domenic J. Sarno and Chief Administrative and Financial Officer Lee C. Erdmann announced today that Springfield resident Carol E. Smith has been appointed a member of the City’s Board of Assessors. Smith replaces Assessor Stephen O’Malley who resigned from the post in January 2011.

Smith possesses over 25 years of combined planning, asset management and real estate experience. Smith worked most recently for Springfield based Stamps Williams Realty as a Realtor Consultant (2007-present). She also worked as the Assistant Director for the Center for Human Development (2006-2007), Practice Manager for Mason Square Neighborhood Health Center (1997-1998), Director of Asset Management for the City of Springfield (1992-1997), Associate Director of the Mason Square Development Corporation (1987-1992) and as a Planner for the City of Springfield (1984-1987).

Smith will be one of three city assessors who are responsible for administrative and technical work, determining valuation of real and personal property for municipal tax purposes, determining the municipal tax rate for submission to the Mayor and Springfield City Council, levying various municipal taxes and for abating taxes in accordance with state statute. City Assessors also supervise the preparation of individual real and personal property taxes and the
commitment of tax warrants to the City Collector, and oversee the inspection of property, including appealed cases and building construction and alteration, for appraisals for tax purposes.

Mayor Domenic J. Sarno stated “I’m very pleased that Carol Smith has accepted this position with the City of Springfield. She is very knowledgeable in her field and will be a great addition to this vital position.”

Chief Administrative and Financial Officer Lee C. Erdmann stated “I am pleased to be part of the process in appointing our new assessor and I welcome her to our team.”

Smith holds a Bachelor’s Degree from American International College and an MBA from Western New England College.

Smith’s appointment is effective April 11, 2011. She will earn an annual salary of $75,000.00.
