MAYOR DOMENIC J. SARNO ANNOUNCES APPOINTMENT OF SPRINGFIELD’S NEW CHIEF INFORMATION OFFICER AND DEPUTY CHIEF INFORMATION OFFICER

July 19, 2010 - Mayor Domenic J. Sarno and Chief Administrative and Financial Officer Lee C. Erdmann announced today the names of the individuals chosen to become the City’s new Chief Information Officer and Deputy Chief Information Officer. Andrew J. Doty of Springfield, Massachusetts has been chosen to fill the position vacated by former CIO Thomas Collins. Doty’s appointment was effective Tuesday, July 13, 2010.   

Robert J. Maggi of Monson, Massachusetts has been appointed Deputy Chief Information Officer.  Maggi’s appointment is effective July 19, 2010.  

Doty possesses 20 years of combined Programmer, Mainframe Operator, Fiber optic, Systems Development, Telecommunications, Infrastructure Design and Project Management experience. Most recently, Doty was employed as the City of Springfield’s Chief Technology Officer, a position he has held since 2005.  His previous employment experience includes serving as Systems Development Specialist for the Springfield Fire Department (June 1999 – January 2005), Proprietor of Advantage Computer Consulting (June 1987 – June 1999), Adjunct Faculty at Holyoke Community College (July 1996 – July 1998), and Mainframe Operator at MassMutual Life Insurance Company (June 1989 – December 1993).  Doty has served on the Commonwealth of Massachusetts Enterprise Security Board (ESB) since April 2007, serves on the Springfield Media and Telecommunications Group Board of Directors, and is past Chair and currently Vice-Chair of the Chapter 74 Program at Putnam High School.   

As Chief Information Officer, Doty will supervise, manage and coordinate the day-to-day activities of the Information Technology Department.  He will be responsible for evaluating new system design proposals, preparing the fiscal budget for the IT Department, supervising and participating in major projects, providing operational support and enhancement, and will confer with city officials and department heads in defining IT processing objectives.  Doty will report to the City’s Chief Administrative and Financial Officer.

In addition to his professional work experience, Doty has been certified in Continuous Improvement/LEAN Principles Training (2010), Springfield Management and Administrative Resources Training (2009), New Horizons Time Management (2006), Systemation/Fast Start in Project Management (2005), Fiber Optic Association (2001) and National Technology Transfer (1999). 

Maggi possesses nearly 30 years of combined Mainframe Operations, Data and Supervisory experience. Most recently, Maggi was employed as Springfield’s Director of Operations, a position he has held since 2006.  Maggi has been employed with the City of Springfield since 1982.  Maggi is certified in Management and Administrative Training and holds certification form the Computer Processing Institute.

As Deputy Chief Information Officer, Maggi will be responsible for the supervision of 24 hour data center operations, infrastructure and personnel. He will work with vendors to procure, install and maintain new and existing infrastructure and services. Maggi will also be responsible for staffing related inquiries and issues as well as reviewing equipment and personnel performance.  Additionally, Maggi will assume full departmental responsibility in the absence of the CIO.

Mayor Domenic J. Sarno stated “It’s great to have home grown established talent rise to the top.”  “I’m very impressed with experience and hard work ethic that Mr. Doty and Mr. Maggi posses,” added Sarno. 

Doty will earn an annual salary of $105,000. Maggi will earn an annual salary of $100,000.
