The City of Springfield seeks proposals from housing developers to develop or preserve affordable rental housing. The purpose of this solicitation is to identify projects that will also seek an allocation of Low-Income Housing Tax Credits (LIHTC) or other state funding commitments which will require a local funding commitment to be eligible or competitive. This solicitation is making federal HOME Investment Partnership Program (HOME) program funds available that will be used to leverage additional affordable housing funds.

Proposals are being solicited for the following:

New construction of affordable multi-family rental housing

Adaptive reuse to create affordable multi-family rental housing

Rehabilitation to create affordable multi-family rental housing

The proposer must have site control. Other funding sources do not need to be committed at the time of proposal submission.

This solicitation is not open to projects that have already obtained a commitment of HOME funds from the City and are seeking to increase the amount of the commitment.

Applications: The deadline for submitting completed proposals is October 27, 2025, by 2:00 pm. This funding process is competitive.

Note: The City is separately releasing a Request for Proposals (RFP) for HOME-American Rescue Plan (HOME ARP) funds, a special one-time allocation of federal funds intended to fund affordable housing for designated qualifying populations. HOME ARP and HOME funds may be combined in a single project but must fund and restrict separate distinct housing units. Developers seeking both HOME and HOME ARP funds must respond to both RFPs.

FUNDING OPPORTUNITY
FUNDS AVAILABLE

The City expects to award up to $500,000 in federal HOME funds and anticipates making one or two awards from these funds. Awards made under this solicitation will be subject to the requirements of the HOME Investment Partnership Program (Assistance Listing Number 14.239).

PROGRAM REQUIREMENTS
ELIGIBLE POPULATIONS

Units produced with funds from this solicitation must benefit individuals and families with incomes at no more than 60 percent of the area median income (AMI).

HOME funds may be used to acquire, rehabilitate, or construct affordable rental housing for occupancy by income-eligible individuals and families.
ELIGIBLE COSTS

Proposals must be leveraged with other resources that may include private equity, loans from lending institutions, and/or funds from Federal, State or local programs such as Low-Income Housing Tax Credit (LIHTC) equity, Affordable Housing Trust Fund, Housing Innovations Fund, MA HOME, and/or Federal Home Loan Bank Affordable Housing Program.

3. Each household that occupies a HOME unit has an executed lease that complies with the tenant protections required in 24 CFR 92.253.
