26-108 - Request for Qualifications for the Acceptance, Processing & Disposal of City Solid Waste

Bid documents will be available beginning March 11, 2026 at the Office of Procurement, 36 Court Street, Room 307, Springfield MA 01103 during normal business days, Monday through Friday between 8:30 AM and 4:00 PM. Bidders can also request a copy on the City’s website on the Procurement Department page at www.springfieldcityhall.com.

This solicitation is for disposal and processing of solid waste and is exempt from Massachusetts General Laws (MGL) Chapter 30B, but will instead follow a 30B request for qualifications/proposal model procurement to an extent as determined by City.

Project Scope: This Request for Qualifications / Proposals (RFQ/P) is issued by the City of Springfield (City) Office of Procurement on behalf of the Department of Public Works to obtain proposals from qualified vendors for acceptance, processing and ultimate disposal of municipally collected Solid Waste in the City of Springfield. The work to be performed under this contract will consist of acceptance, processing and disposal of Solid Waste for the City in accordance with the provisions of this RFP and all applicable rules and regulations required by the State of Massachusetts Department of Environmental Protection. The City prefers that the services include transfer and transportation from a site in or near Springfield, MA. The City collects Solid Waste from approximately 41,000 residential properties in the City of Springfield that are 3-family or less, producing a total volume of waste of approximately 45,000 tons per year. Larger homes, apartments, and private condominiums are collected by private contractors, or through a separate contract with the City of Springfield and will not be part of this contract.

Interested Proposers may submit written questions through close of business on March 27, 2026. All questions must be submitted electronically to lstabilo@springfieldcityhall.com and ccignoli@springfieldcityhall.com. Only emailed questions will be accepted. The Procurement Office will compile written answers which will be emailed back to all Proposers who requested a copy of the RFP no later than March 30, 2026. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.

The City will begin its disposal under this contract beginning on July 1, 2026.

The work to be performed under this contract will consist of acceptance, processing and disposal of Solid Waste for the City in accordance with the provisions of this RFQ/P and all applicable rules and regulations required by the State of Massachusetts Department of Environmental Protection. The City prefers that the services include transfer and transportation from a site in or near Springfield, MA.

The City has a population of 155,000 residents and covers an area of about 33 square miles. The City’s Department of Public Works currently collects Solid Waste via curbside collection by DPW staff and City owned vehicles. The DPW collects solid waste weekly, primarily Tuesday through Friday. Monday collection of Solid Waste does occur, however, at a much smaller scale than Tuesday through Friday. Collection occurs on Saturdays only when there is a Holiday which falls on Tuesday through Friday, or when there is a weather emergency, such as snow, where collection of Solid Waste may need to be cancelled and moved to Saturday.

The City collects Solid Waste from approximately 41,000 residential properties in the City of Springfield that are 3-family or less. Larger homes, apartments, and private condominiums are collected by private contractors, or through a separate contract with the City of Springfield and will not be part of this contract.

The City of Springfield DPW has a full-time Waste Compliance Specialist. The duties are primarily performed in the field and involve resident education and enforcement with the goal of increasing the amount and quality of recyclables collected under the mandatory recycling ordinance, to ensure that that Solid Waste and Recyclables are properly separated and placed in the proper containers. Primary focus is placed on curbing contamination in both the Solid Waste and Recycling stream.

As part of this RFQ/P, pricing is requested for acceptance, processing, and ultimate disposal of residential solid waste as required by the Contractor at a transfer or processing facility located within the City of Springfield, or with 10 road miles driven from City limits.

The City currently delivers its Solid Waste to the former Burn Plant Transfer Station location at Bondi’s Island in Agawam under a contract that expires on June 30, 2026.


The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
