26-054 - Request for Qualifications: Civil Engineering Design Services for Roosevelt Ave. Corridor

End date: Friday March 20, 2026 at 2 p.m.

The Department of Public Works invites all interested and qualified engineering firms to provide Professional Engineering Services to prepare design plans and specifications for a MassDOT funded construction project that includes intersection improvements with Roosevelt Avenue at Roosevelt Terrace and Gaucher Street.

The designer will be required to complete all phases of survey, design, specifications, estimates, permitting etc. required by MassDOT. The exact project scope and design fee will be negotiated with the selected firm.

Brokers are not allowed to submit proposals on behalf of any firm and submissions will only be accepted from firms licensed to do work in the State of Massachusetts and are appropriately pre-qualified by the Massachusetts Department of Transportation in Roadway/Highway and Bridge Design.

The City of Springfield will hold a non-mandatory pre-submission conference at 10:00 AM on Monday, March 9,2026 at 70 Tapley Street, Springfield, MA 01104. It is highly suggested that firms wishing to submit a response to this RFQ attend the conference to be able to address any issues or ask any questions.

All questions regarding RFQ or its specifications must be received by the Office of Procurement no later than Wednesday, March 11, 2026. The Chief Procurement Officer reserves the right to reject any or all proposals.

This solicitation is for horizontal (Public Works) construction and is not subject to Mass. General Laws Chapter 7 section 44-57 but will instead follow a 30B model procurement to an extent as determined by City.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
