This Request for Qualifications will be used to pre-qualify Construction Manager at Risk Firms. RFQ documents can be requested through the City’s website; www.springfieldcityhall.com beginning on October 14, 2026.

Firms interested in providing Public Construction Manager at Risk (CMR) Services for the Project are invited to submit a Statement of Qualifications ("SOQ") to the City of Springfield. This CMR at Risk services procurement is conducted pursuant to M.G.L. Chapter 149A, contained in Chapter 193 of the Acts of 2004.

This Request for Qualifications ("RFQ") is the first phase of a two-phase procurement process as set forth in MGL Chapter 149A. The register of all respondents will be posted; however, responses will not be opened publicly. The City is prequalifying firms interested in providing public CMR services for the project through this RFQ process. City of Springfield will evaluate submitted SOQ’s based upon the identified evaluation criteria and will select those respondents it deems qualified. Only those respondents deemed qualified will be invited to submit a Proposal in response to a detailed Request for Proposals ("RFP") which will be issued in the second phase of the procurement process.

Only those firms determined to be qualified by the Prequalification Committee will be invited and permitted to submit a proposal in response to the Phase Two RFP. Firms that are not selected as qualified by the Prequalification Committee and firms that do not participate in the RFQ phase will be precluded from participating in the RFP CMR selection phase.

The existing German Gerena Community School is located at 200 Birnie Ave. It was designed and built in the early 1970s. The buildings’ systems and materials are in disrepair and its educational spaces are insufficient for proper facilitation of today’s educational programming. The project consists of a new three-story approximately 124,000 square foot building located at 495 Chestnut St. The proposed site is currently vacant. Construction is expected to begin in spring/summer 2028 with occupancy in summer 2030.

The selected Construction Manager at Risk will provide comprehensive pre-construction and construction phase services and will work collaboratively with the City of Springfield, Skanska USA Building, DiNisco Design, and the MSBA throughout the development of the project. The estimated construction cost is $114 Million. The estimated construction duration is 26 Months.
The Statement of Qualifications must be signed under pains and penalties of perjury.
It is strongly encouraged to attend a site visit on October 28, 2026 at 1:00 PM at 495 Chestnut St., Springfield, MA 01107. All questions regarding this bid or its specifications must be made in writing and received by the Office of Procurement no later than 10/30/26 (nwalker@springfieldcityhall.com) in order to be considered. The Office of Procurement reserves the right to waive any informality in, or to reject any or all responses, if in the public interest to do so.
