27-063 - RFP: Supply and Deliver Law Enforcement Uniforms for Springfield Police Department

It is proposed to enter into an annual contract for the Police Department requirements of police uniforms. Work Orders for deliveries against contracts for uniforms will be issued, as requirement are known.

Specific non-price factors the City wishes to consider are the ease of which officers can be measured and take delivery of items of clothing, the proposer’s ability to provide the brands of clothing consistent with City standards in a timely manner.

The Proposer must have at least four (4) consecutive years in the uniform business and must have equipment and personnel to perform uniform alterations and other required sewing services located at the proposer’s place of business.

In order to provide prompt answers to questions, the Chief Procurement Officer requests that all proposers submit written questions one week prior to the RFP response deadline.

Accordingly, questions must be received in writing only at the City of Springfield, Office of Procurement not later than November 3, 2026 by close of business. Questions must emailed to Lauren Stabilo at lstabilo@springfieldcityhall.com.

The City will compile written answers which will be emailed back to all Proposers who requested a copy of the RFP through the Procurement Office, no later than November 6, 2026.

Answers will be provided only to vendors who are on record as having requested an RFP from the Procurement Department.

If the RFP is revised, the revision, in the form of an Addendum to the RFP, will be provided to all vendors who are on record as having requested an RFP from the Procurement Department.

The City shall bear no responsibility or liability if copies of the RFP or any revisions are lost in the mail or otherwise misdelivered.

Bidder’s should contact Procurement before the opening of the RFP to verify any addenda prior to bid opening.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
