25-163 - Institutional Cleaning Services for Branch Libraries

End date: Friday May 2, 2025 at 2 p.m.

The City of Springfield Library Department is seeking bids from qualified firms to enter into an agreement for institutional cleaning services for the Central Library and its eight branch libraries.

Contractor will be responsible for providing all necessary labor, supervision, materials, equipment and supplies for the services and locations specified in this IFB. The City of Springfield reserves the right to add mutually agreed upon items/services/locations at any time during the life of the contract(s). The City reserves the right to solicit other proposals for work that is not a part of this proposal.

*Site visits to the libraries are recommended for accurate bid pricing. Vendors may schedule a site visit by contacting Tom Daly (413) 348-2117 Monday – Friday 7:30am – 3pm

1. The Bidder must demonstrate that it, as a business entity, has a minimum of Five (5) years’ experience with Municipal/ Public buildings in providing the work detailed in the scope of services and is presently engaged in the field of professional cleaning services.

2. Bidders are required to submit an organizational profile which will contain information relative to the organization of the bidder’s cleaning service business, including date of incorporation, organization and management structure including supervisory quality control structure, an organization chart, headquarters, regional field offices, size, work force, employee system, benefits offered to cleaning employees who would perform services under this contract, employee recruitment and retention plan, and related eligibility requirements, professional training programs specific to services which would be provided under this contract, and union information if applicable.

3. Bidders must provide a listing of at least three (3) written references on the Bidder’s Reference Form (attached in Exhibit D) for whom they provide similar services as those described in this IFB. At least one (1) qualification/reference listed should be from another public library of similar size and scope as Springfield.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
