The City through its Department of Capital Assets and Construction is seeking bids from qualified firms to enter into an agreement for exterior renovations to the former Indian Orchard Fire Station. Renovations to include a new roofing system, masonry repairs and new painting. Estimated cost of the project is One Million Five Hundred Thousand Dollars ($1,500,000.00).

Bids for Prime/General Contractor will be received until 2:00 PM on December 11, 2024, publicly opened, forthwith online.

Filed sub-bids for the trades listed below will be received until 12:00 PM on December 4, 2024, and publicly opened, forthwith online.

The City of Springfield, invites electronic bids from Prime Contractors and Filed Sub-Bidders through biddocsonline. Bidding procedures are per Massachusetts General Laws Chapter 149 as amended and other applicable statutes. Chapter 149 requires that the Prime/General Contractor be certified by the State Division of Capital Asset Management in the category, “General Contractor.” Filed sub-bidders must be DCAMM certified for the trades listed below, and bidders must include a current DCAMM Sub-Bidder Certificate of Eligibility and signed DCAMM Sub-Bidder’s Update Statement.

SUBTRADES

Roofing, Painting, and Masonry. The Sub-Bidders will be required to pay Prevailing Wages whenever applicable.

Site Visit: Bidders are strongly encouraged to attend a site visit at 95 Oak St, Springfield, MA 01151 scheduled for November 27, 2024 at 10:00 AM. Contact: Jim Hanifan, Project Manager Caolo & Bieniek Associates, Inc., JHanifan@cbaarchitects.net, with inquiries concerning the pre-bid site visit. This meeting will provide an opportunity for interested parties to inspect the site and all particulars and resolve questions regarding the scope of work, existing conditions and the specifications.

Bid Forms and Contract Documents will be available November 20, 2024 at www.biddocs.com (may be viewed electronically and downloaded at no cost) or hard copies may be purchased at Nashoba Blue, Inc. at 433 Main Street, Hudson, MA 01749 (978-568-1167).

Questions must be submitted in writing to the City (nwalker@springfieldcityhall.com) by close of business on 11/27/24 for filed sub bidders and by close of business on 12/4/24 for general bidders in order to be considered. The City of Springfield goal of twenty percent (20%) MWBE participation applies. Massachusetts Division of Occupational Safety Prevailing Wage rates apply. The Chief Procurement Officer/Designee reserves the right to waive any informality in, or to revoke, any or all bids, if in the public interest to do so.
