24-260 - RFP: Economic Development Consulting Services

The City of Springfield is seeking planning and management consulting services from a consultant/firm to assist with the implementation objectives of the 15 urban renewal plans, as needed.

Work would primarily involve but not be limited to the following:
Individual Project Master and; Secondary Plans
Policy Formulation for Plans Modifications
General Development Review
Public Realm and Community Improvement Plans
Enhanced Design Guidelines for Specific Plans
Formulation of Design Review Controlled Approval Municipal Policy Development
Neighborhood Housing Need Studies
Site Plan Process/Manual Development

Springfield is seeking the services of a highly qualified and experienced planning consultant/firm for a one-year term, with two one-year extensions. The total dollar amount for this contract will not exceed $200,000 for the first year and may be renewed at the same rate for additional years. The contract may be terminated at any time, by either party, with 60 days written notice. The City reserves the right to extend the time for contract performance for two additional one-year periods, subject to availability of funding.

The City of Springfield, Massachusetts, acting through the Chief Procurement Officer of the City, issues this Request for Proposals to parties who have an interest in providing Economic Development Consulting Services for the City of Springfield for the Office of Planning and Economic Development. Proposals must be prepared in strict accordance with the instructions and requirements contained in this RFP and must be submitted to the City of Springfield, Office of Procurement, 36 Court Street - Room 307, Springfield, MA 01103 Attn: Lauren Stabilo, Chief Procurement Officer on or before 2:00 PM (EST) on June 12, 2024.

All inquiries related to the requirements of this RFP should prominently refer to “Bid # 24-260 – “Economic Development Consulting Services for the City of Springfield,” and the opening date.

Responses to inquiries will be in the form of a numbered addendum to the specifications issued by the Office of Procurement and sent to all parties listed in the bid file as Proposer(s) having requested the bid documents from the Office of Procurement. Proposer should base responses only on the specifications including any addenda.

PLEASE NOTE that all addenda must be acknowledged either in the bid response (there is a space for that purpose on the bid cover sheet) when submitted or by following the instructions on the addendum cover sheet.

Proposals will be received until 2:00 p.m. EST on June 12, 2024, at the City of Springfield, Office of Procurement. If at the time of the scheduled RFP opening, City Hall and/or the Office of Procurement is closed due to uncontrolled events such as fire, snow, ice, wind, or building evacuation, the RFP opening will be postponed until 2:00 p.m. on the next normal business day. RFP will be accepted until that date and time.

The City anticipates choosing the most advantageous Proposal within thirty (30) days, unless further extended by written notice from the City to all Proposers that have submitted Proposals. Unless the deadline is so extended, the failure of the City to designate a Proposal as most advantageous by this date will constitute rejection of all Proposals.

A Selection Committee composed of or designated by the City, will review all proposals and recommend a finalist that has submitted the most advantageous proposal based on all the evaluation criteria as well as price. Finalists may be brought in for interviews before the Selection Committee.

II. Scope of Services

The consultant/firm will be coordinating all aspects associated with the requisite planning work necessary to implement the objectives of the City’s 15 active urban renewal plans and any underlying master plans. They City’s urban renewal plans and related master plans can be found on the City of Springfield website.

The consultant/firm would be performing the following tasks and is expected to have the referenced knowledge.

• The consultant/firm shall provide project planning, management and oversight services under the direction of the Chief Development Officer.
• The consultant/firm will be responsible and available for regular stakeholder engagement, including outreach and public meetings related to advancing planning elements which may include public meetings and regulatory body meetings including Springfield City Council, and other like entities.
• The consultant/firm should be familiar with Massachusetts real estate disposition regulations and able to develop and implement reuse strategies, marketing strategies, and disposition documents.
• Lead planning efforts, including planning future uses for the key development sites and surrounding areas.
• The consultant/firm must be available to meet locally on the project site(s) and with project officials on occasion. Remote meetings will be acceptable for regular project work with city officials.
• The consultant/firm shall be familiar with overlay districts, incentive districts, Urban Renewal Plans, and other planning related districts and programming and understand the state and federal regulations related to developing and implementing such plans.
• Undertake all related activities which arise during the implementation of efforts listed above including, but not limited to, proforma development and analysis, scoping out and assisting with the writing of future grant proposals and procurement documents; providing an information clearing house for anyone inquiring about the project; and if directed, representing the City of Springfield at meetings and programs associated with the project.
• The consultant/firm must have thorough knowledge of the Massachusetts General Laws regarding urban renewal.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
