24-169 - Student Bus Transportation Services for Springfield Public Schools

The City of Springfield, on behalf of the Springfield School Committee, hereby invites the submission of sealed bids from reputable and qualified bus transportation companies for furnishing student transportation services in the Springfield Public Schools beginning July 1, 2024.

Bids will be received until 2:00 p.m. on April 10, 2024 at the Office of Procurement, Attn: Chief Procurement Officer, Lauren Stabilo, 36 Court Street, 3rd Floor, Springfield MA 01103 at which time and place all bids will be publicly opened.

A pre-bid conference will be held on March 20, 2024 at 10:00 a.m. via the ZOOM meeting platform for all vendors who have registered with the Office of Procurement. We encourage all vendors to send in advance your questions and concerns that will need clarification to this email: lstabilo@springfieldcityhall.com on or before Monday, March 18, 2024.

The Transportation Office is responsible for coordinating all the transportation needs for the Springfield Public Schools. With 72 passenger buses (142), 24 passenger mini-buses (133), Wheelchair buses (22), and 7D Vans, 6 passenger (84).

The motor bus operator rate of pay per hour will be determined by the Executive Office of Labor and Workforce Development, Department of Labor Standards. The conditions of employment and minimum wage rates shall prevail in the execution of the work under this Contract. The City of Springfield will require a performance bond from the vendor(s) who are awarded a contract for this service valued at 100% of the awarded amount of operator(s) contract which must remain in effect for the entire term of the Agreement.

District reserves the option to award to responsive and responsible bidder offering the lowest price for all vehicle types or award multiple contracts to responsive and responsible bidders offering the lowest price per type of vehicle”. The city also reserves the right to award to more than one bidder per type of vehicle.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
