24-155 - Consultant to Design and Conduct Assessment Center for Hiring/Selection of Deputy Chiefs of Police

The City of Springfield is seeking proposals, in the form of bids, from qualified and experienced Prospective Consultants to provide services for the hiring of permanent Deputy Chiefs of Police through an internal promotional process using an Assessment Center that complies with Massachusetts civil service law, M.G.L. c. 31, rules, and regulations (including judicial interpretations thereof regarding use of assessment centers), with all applicable rules, regulations, and delegation agreements between the City and the Massachusetts Human Resources Division, with all applicable labor agreements between the City and its employees, and with industry standards for proper and ethical assessment center operations such as those set forth in Standards and Ethical Considerations for Assessment Center Operations Endorsed by the International Congress Of Assessment Center Methods.

This RFP is being conducted in accordance with the competitive sealed proposals as prescribed by Massachusetts General Laws Chapter 30B, § 6.

The Prospective Consultant replying to this RFP must be or represent a prospective consultant, company, or corporation that possesses relevant experience and has a history of performance in conducting comparable work sufficient to undertake and successfully complete the scope of the work contemplated by this RFP and which demonstrates the minimum criteria and the ability to provide the services contemplated by this RFP.

Questions concerning the RFP may be submitted, in writing, and must be received via Fax: 413-787-6295 or email to lstabilo@springfieldcityhall.com to the Procurement Office no later than close of business on February 12, 2024, addressed to Lauren Stabilo, Chief Procurement Officer. Answers will be provided only to vendors who are on record as having requested an RFP from the Procurement Office.

The Consultant and the City of Springfield Police Department to develop a written job description for the qualifications and position of Springfield Deputy Chief of Police.

b) Work with and obtain any necessary approvals of the City of Springfield Personnel Department and the Massachusetts Human Resources Division through every step of the assessment process.

c) Design, develop, construct, validate, administer, and score the assessment center

d) Review Assessment Center process, including preparation and distribution of appropriate study guides, with City personnel including prospective candidates

e) Cooperate with the City of Springfield Personnel Department and Massachusetts Human Resources Division regarding sending notices for the Assessment Center

f) Conduct the assessment center including videotaping

g) Cooperate and assist as requested, needed, or desirable to secure civil service endorsement of the selection

h) Be available to assist with any appeals

i) Any other tasks requested, desirable, or required by law, labor agreements, the delegation agreement with the Massachusetts Human Resources Division, or industry standards.


Submission of RFPs
Proposers are required to submit One (1) original unbound RFP Technical Proposal and Six (6) additional bound hard copies as well as One (1) original and Six (6) copies Price Proposal, to be submitted in a SEPARATE sealed envelope.

See specifications for form and structure of Technical Proposal. Any RFPs must be submitted in sealed envelopes each of which shall be clearly identified on the outside as; package “RFP No. 24-155, Design and Conduct Assessment Center for Hiring/Selection of Deputy Chiefs of Police -Technical Proposal,”. The RFP envelope shall be placed inside a single container (box, envelope, etc.) clearly identified on the outside as Contractor’s name; with RFP number and opening date, with Price Proposal in a separate package, labeled “RFP No. 24-155, Design and Conduct Assessment Center for Hiring/Selection of Deputy Chiefs of Police-Price Proposal.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 10 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
