24-150 - RFP: Modern Data Warehouse Architect

RFP documents and specifications will be available through the Citys website (www.springfieldcityhall.com) beginning January 30, 2024 or may be picked up in the Office of Procurement, 36 Court Street, Room 307, Springfield, MA 01103. Any proposals received after the specified due time will not be accepted. Please refer to the bid number and the opening date when inquiring. This Request for Proposal is in accordance with M.G.L. Chapter 30B.

The City of Springfield acting by and through its School Department is requesting proposals for the services of a qualified contractor to act as a Modern Data Warehouse Architect. The contractor shall be responsible for designing, developing, testing, deploying, and documenting data analytics projects and data pipelines as further specified in the RFP package.

The term of the contract shall cover the time period between April 1, 2024 through March 30, 2025. This contract shall include an option to renew for two additional one-year terms. Estimated cost is a Not to Exceed $600,000.00 for year one.

The proposer shall submit evidence of the following qualifications:

i. Experience implementing data analytics solutions for K-12 education sector.
ii. Verified as a Microsoft partner.
iii.Experience with Microsoft partner.
iv. Experience with Microsoft Fabric
v. Excellent agile project management capabilities to support the scope of this RFP.
vi. Ability to assign dedicated full-time architect to the project.
vii. 5+ years of experience working with Microsoft Azure, Power BI, and modern data warehousing patterns.
viii. Demonstrated ability to carry out the requirements of this contract.
ix. References: Include the name, address, and telephone numbers of those you have consulted. Include a description of the work involved and services provided. Include the name of a person that the School Department can contact as a reference.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts.

All questions regarding bid or its specifications must be received by the Office of Procurement no later than February 6, 2024 by 4:00 PM.
