RFQ Package will be available beginning Wednesday, February 14, 2024, at the Office of Procurement. Bidders can request a copy on the City’s website on the Procurement Department page at www.springfieldcityhall.com.

The Springfield Department of Public Works invites all interested and qualified engineering firms to provide Professional Engineering Services to prepare design plans and specifications for a MassDOT funded construction project that includes the replacement of Bridge S-24-047 on Bradley Road over the Mill River. The designer will be required to complete all phases of survey, design, specifications, estimates, permitting etc. required by MassDOT. The exact project scope and design fee will be negotiated with the selected firm.

The Chief Procurement Officer reserves the right to reject any or all proposals. A a non-mandatory pre-submission conference will be held at 10:00AM on Wednesday, March 6, 2024 at 70 Tapley Street, Springfield, MA 01104. It is highly suggested that firms wishing to submit a response to this RFQ attend the conference to be able to address any issues or ask any questions. All questions regarding RFQ or its specifications must be received by the Office of Procurement no later than Friday, March 8, 2024 at 4:00 P.M.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 10 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
