24-144 - On-Call Snow and Ice Removal Services for Municipal and School Department Sites

The Department of Parks, Buildings and Recreation Management & the Office of Housing and Neighborhood Services requires a price agreement contract with a qualified vendor to establish prices to supply services to maintain municipal and school property sites in Springfield. The contractor will supply labor and equipment to perform snowplowing, sanding, and ice control services at various City School and Municipal locations. The initial term of the contract is one year in length. The City retains to option to extend the contract for two, additional one-year period(s).

The work of this contract is governed by the state and prevailing wage where applicable. All bidders are advised that the City of Springfield encourages the use of minority and women owned business enterprises (MWBE) and expects a good faith effort to comply with the City’s goal of twenty (20%) M/WBE participation. All questions must be submitted in writing and received by the Office of Procurement no later than 1/31/24 in order to be considered.

Bidder/Firm must have been in the business of actively and independently managing, supervising, or overseeing an account of similar size, scope, and property profile for the categories listed in the bid specifications for a minimum of 5 years under the same business name or corporate leadership structure.

The size of any managed account referenced must be approximately 50 (fifty) schools or commercial parking lots per year (w/approximately 7500 parking spaces); in an urban environment or other comparable properties. The exact properties listing the City are seeking to for services are listed in detail in the IFB.

Response Time. Contractor must be on-call and available to work twenty-four (24) hours a day, seven (7) days per week. Bidder/Firm must be able to responds to City of Springfield, deploy work force, and be on site within Twenty (25) minutes of initial contact from the City, including all salt/sand applications.

The successful bidder(s) will provide an updated equipment inventory that is in compliance with the recommended equipment listing contained in bid specifications.

Contractor will submit documents that the firm will have the appropriate and staff and equipment to complete the work needed and the experience desired to provide quality workmanship by submitting staffing list and other submission information requested in bid specifications.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
