at which time the bids will be privately opened and logged in the Office of Procurement. RFP documents will be available beginning January 22, 2024 in person at the Office of Procurement or through the City’s website www.springfieldcityhall.com for no charge.

The City is seeking bids from qualified individuals, corporations or business entities (whether for profit or nonprofit) to operate, manage, and maintain a food concession facility at the Forest Park Ballfield in Springfield, Massachusetts. The successful proposer will, at a minimum, provide affordable, high-quality food and beverage items for consumption in a Park environment during a minimum operating season of March 30th though November 30th, daily (seven days a week). Concessionaire shall have a minimum of 5 years’ experience operating and managing concessions. This bid falls under Massachusetts General Laws M.G.L Ch. 30B §6 and other procurement statues.

The concession area is required to be properly outfitted by the Concessionaire and is required to meet all applicable requirements of law, including building and health/safety codes and regulations. The concession is expected to be prepared and open by a date to be established by the DPBRM after selection of a Concessionaire but no later than the Sunday prior to May 1, 2024, unless such a later date is specifically approved by the DPBRM.

All questions regarding bid or its specifications must be made in writing and received by the Office of Procurement (nwalker@springfieldcityhall.com) no later than 1/29/24 by 4:30 P.M. in order to be considered. The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. The Chief Procurement Officer or her designee reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
