24-120 - Fire Inspection Reporting System for Springfield Fire Department

This solicitation seeks proposals responding to the Specifications for a Fire & Life Safety 3rd Party Inspection Reporting System to assist with the collection and management of inspection reports.

The system should allow 3rd party contractors to inspect and file fire and life safety systems reports within the jurisdiction through an internet/cloud-based system.


The system is intended to reduce the personnel time required of SFD members necessary to administer and monitor fire code required reports. This reduction in time will allow staff to focus more of their efforts on improving the safety of our community through the enhancement of our community risk reduction strategies.

The proposed system must have the ability to integrate with Springfield Fire Departments (SFD) Records Management System (RMS - First due).
The intent of this solicitation and resulting agreement is to obtain the services of a qualified contractor for each of the following comprehensive, cloud-based software solutions to support the mission of the Fire Department’s (ACFD) Fire Prevention Office (FPO) relating to fire prevention, code enforcement and commercial systems testing. Proposers may submit proposals for either or both of the following two software solutions.

1. Fire Code Permitting and Inspections Software
2. Commercial Systems Testing Software and Support

This solicitation does not commit the City of Springfield to award a contract, to pay any costs incurred in the preparation of applications submitted, or to procure or contract for the services.

The City reserves the right to accept or reject any, all or any part of any proposal received as a result of this Solicitation, or to cancel in part or in its entirety this Solicitation if it is in the best interest of the City to do so.

This RFP is being conducted in accordance with the competitive sealed proposals as prescribed by Massachusetts General Laws Chapter 30B, § 6. Proposers should familiarize themselves with the provisions of this Act.

Offeror may mail, or hand-deliver response to the Office of Procurement. Do Not Fax in the proposal response. Please show the solicitation number on the outside of any mailing package. The City of Springfield assumes no responsibility for unmarked or improperly marked envelopes.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
