at which time they will be privately opened and read in the Office of Procurement Bid Room.

Request for Qualification Package will be available beginning Wednesday, June 28, 2023, at the Office of Procurement. Bidders can request a copy on the City’s website on the Procurement Department page at www.springfieldcityhall.com.

Services Required: The City of Springfield (“City”) invites all interested and qualified Engineering / Landscape Architectural firms capable of providing the required services, to submit qualifications for the development of construction drawings, specifications, and bid documents for the “Chestnut Two Way Conversion”, The project will restore two-way traffic to historic Chestnut Street in downtown Springfield, providing a safe and attractive connection between landmarks such as the Springfield Museums, Union Station, and increased access to new and existing residents. The project will also upgrade existing green space at historic Apremont Triangle, and provide an improved streetscape and access for small businesses and residents along this key commercial corridor in downtown Springfield. these services will follow a traditional Request for Qualifications (RFQ) model, similar to a M.G.L. Ch. 30B procurement.

Your attention is directed to the Designer’s Service Bidder’s / Proposer’s Certification section of the RFQ. The Chief Procurement Officer reserves the right to reject any or all proposals.

The City of Springfield will hold a non-mandatory pre-submission conference on July 31, 2023 10:00 a.m. at 70 Tapley Street, Springfield, MA 01104. It is highly suggested that firms wishing to submit a response to this RFQ attend the conference to be able to address any issues or ask any questions.

All questions regarding RFQ or its specifications must be received by the Office of Procurement no later than August 2, 2023 at 4:00 P.M.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
