23-203 - Furnish & Install Permeable Paving Material

Project Overview

The City of Springfield Forestry Division is soliciting quotes to furnish and install permeable paving material around existing trees in tree wells. The tree wells are located at various locations along Main Street in Springfield within the North End and South End Neighborhoods. The project is supported by federal funding and is subject to special terms as conditions as described below.

Anticipated Project Timeline

The City will choose a successful vendor to commence work by August 1, 2023 and work is expected to be completed by September 30, 2023.

Project Cost: $115,000.00.

A. Pneumatic Excavation. Pneumatic excavation shall consist of a stream of pressurized, high-speed air applied to the soil using high-air velocity pneumatic excavation equipment. The process removes the existing soil by penetrating soil pores and aggregates, breaking up the soil structure and displacing soil particles while leaving other items such as vegetative roots, pipes and solid structures intact.

B. Hand Excavation. Hand excavation shall include the use of non-mechanized hand tools such as trowels, brushes or hand shovels to remove soil.

All tree roots exposed by the excavation operation must be kept constantly moist. Roots damaged during the excavation process and greater than one inch (1”) in diameter shall be evaluated by the City Forester to determine the need for pruning. The location of the pruning cut shall be determined and approved by the City Forester prior to cutting. Excavated areas containing exposed tree/shrub roots shall be backfilled as soon as practicable.

Containment Structure. Before pneumatic excavation begins, the Contractor shall erect a containment structure sufficient to ensure that all rocks, soil clods and other projectiles do not scatter and inadvertently cause harm to workers, pedestrians, the general public and private or public property.

Pneumatic Excavating Equipment. Excavation shall be performed through the use of pneumatic excavation equipment. The high air velocity excavation equipment shall be specifically designed to fracture, pulverize, and displace porous and semi-porous soils without harming or causing damage to tree roots, existing subsurface utilities or other non-porous objects. The air compressor may be either a portable or truck-mounted unit and shall be sized, as required, to adequately power the pneumatic excavation equipment according to the manufacturer’s recommendations.

Hand Excavation Tools. Hand excavation tools are non-mechanized and used for the purpose of extracting and removing soil around tree/shrub roots or protected resources. Examples of hand excavation tools include, but are not limited to trowels, rakes, shovels, spades, brushes and pick axes.

Measurement and Payment

Item 1 Site Excavation, shall be measured and paid for at the Contract unit bid price per Cubic Yard (CY). The unit price bid per cubic yard of hand and/or pneumatic excavation shall include the cost of all labor, materials, and equipment necessary to satisfactorily complete the work; and the cost to dispose of excavated materials.


Item 2 Porous Pavement Installation

Tree well sizes vary by location and total square footage of material installation is approximately 2,269 square feet. The material shall consist of recycled rubber chips and aggregate stone mixed with a binder.

Construction Methods

All tree wells will be paved with at minimum of 1.5 to 2 inches of permeable paving material and approximately 2 inches of crushed stone base as recommended by the manufacturer to meet existing grade. Work around existing trees shall accommodate current site conditions so as not to cause damage to existing root systems. At least 4 inches of space shall be left around the trunk of small trees (6 inch caliper). Space around trunk shall be left as bare soil and not filled with aggregate. Newly installed porous pavement will be flush with existing hardscape. Contractor is responsible for securing locations during material curing time to prevent damage from pedestrians/ general public. Use of traffic cones or caution tape is acceptable.


The contractor is responsible for coordinating Dig Safe utility mark outs. The contractor is also responsible to coordinate special traffic police details, if required. An estimated number of days of special traffic details will be provided to the City Forester, prior to the start of the project. The cost of special traffic details will be directly billed to and paid for by the City of Springfield, Department of Community Development. Parking restriction in work zones will be the responsibility of the contractor. No parking zones shall be marked at least 24 hours prior to start of work.

Measurement and Payment

Item 2 Porous Pavement Installation, shall be measured and paid for at the Contract unit bid price per Square Foot (SF), which price shall include full compensation for furnishing all labor, materials, tools, equipment, disposal of spoils, and incidentals necessary to do the work as described above and as required by the City Forester.

CDBG Requirements
The project is funded with Federal Community Development Block Grant funds and the vendor must comply with U.S. Department of Labor Davis-Bacon Act wage rate requirements (https://www.dol.gov/agencies/whd/government-contracts/construction) as well as the Commonwealth of Massachusetts Prevailing Wage Requirements.

Vendors will be required to comply with the Section 3 Clause of the Housing and Urban Development Act of 1968.





The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
