The City through its Department of Parks, Buildings & Recreation Management is seeking bids for the adaptive reuse of a former restaurant building to create a new pre-kindergarten facility of the City of Springfield. The interior and exterior of the building will be renovated to serve as a school facility. The construction project will include metal windows, ceramic tile, resilient tile flooring, painting, plumbing, electrical, and HVAC.

The City of Springfield, invites bids from Prime Contractors and Filed Sub-Bidders. Bidding procedures are per Massachusetts General Laws Chapter 149 as amended and other applicable statutes. Chapter 149 requires that the Prime/General Contractor be certified by the State Division of Capital Asset Management in the category, “General Contractor.”

Bids for Prime/General Contractor will be received until 2:00 PM on June 28, 2023, publicly opened.

Filed sub-bid for the trades listed below will be received until 12:00 PM on June 21, 2023, and publicly opened.

Filed sub-bidders must be DCAMM certified for the trades listed below, and bidders must include a current DCAMM Sub-Bidder Certificate of Eligibility and signed DCAMM Sub-Bidder’s Update Statement.

Estimated cost of the project is One Million Dollars ($1,000,000.00). The Sub-Bidders will be required to pay State Prevailing or Davis-Bacon Federal Wages whenever applicable. This project is subject to the City’s Responsible Employer Ordinance.

Site Visit: Bidders are strongly encouraged to attend a site visit at 65 Sumner Ave Springfield MA 01108 scheduled for June 14, 2023 at 9:00 AM. Contact: James Hanifan, Caolo and Bieniek Associates, Inc; JHanifan@cbaarchitects.net with inquiries concerning the pre-bid site visit. This meeting will provide an opportunity for interested parties to inspect the site and all particulars and resolve questions regarding the scope of work, existing conditions and the specifications. Bid documents can be requested through the City’s website; www.springfieldcityhall.com or in person at the Office of Procurement (during normal business hours) beginning on June 7, 2023.

Questions must be submitted in writing to the City (nwalker@springfieldcityhall.com) by close of business on June 14, 2023 for filed sub bidders and by close of business on June 21, 2023 for general bidders in order to be considered. The City of Springfield goal of twenty percent (20%) MWBE participation applies. Massachusetts Division of Occupational Safety and Davis-Bacon Federal Prevailing Wage rates may apply. The Chief Procurement Officer/Designee reserves the right to waive any informality in, or to revoke, any or all bids, if in the public interest to do so.
