23-183 - On-Call Floor Finishing and Screening - ESSER Funded Project

The City of Springfield, through its Department of Parks, Buildings, and Recreation Management – Facilities Division (“DPBRM”), is issuing this Invitation for Bids from qualified contractors to enter into a service agreement for on-call and as-needed floor finishing and screening services for Springfield municipal and school buildings, as well as potential future buildings and sites that may be purchase or leased by the City in the future.

The services in this project are subject to M.G.L. Chapter 149 as well as other applicable statutes. The services solicited in this IFB will be subject to the Davis Bacon wage Laws and Massachusetts Prevailing Wage Laws. For construction projects using Federal funds, the higher of the wage rates between Massachusetts prevailing wage and federal (Davis-Bacon) prevailing wages will apply.

Up to Two (2) Contractors may be awarded contracts through this IFB. It is highly desirable for the City to award multiple vendors for the services listed in this IFB to provide proper coverage. The total contract value is estimated at Two Hundred Fifty Thousand Dollars and 00/100 ($250,000.00) per year. The City of Springfield makes no guarantee that any commodities or services will be purchased under any contract resulting from this procurement. The term of this contract shall be for One (1) year with two (1) year renewal options.

This project is being funded by Elementary and Secondary School Emergency Relief Fund (ESSER) See Exhibit C for Contract special rules.

Vendor will have at least Three (3) years of experience and on the job experience in all phases of floor sanding, screening, finishing, cleaning, coating and repair.

2. Vendor shall be a member and accredited installer with the MFMA (Maple Flooring Manufacturers Association). A copy of this license MUST be provided with bid response.

3. Bidder must meet and be in full compliance with all Federal, State and Local Laws and Regulations including OSHA requirements and Prevailing Wages Laws. Vendor will be required to obtain and pay for all permits required.

Bonds. The Successful Bidder will be required to furnish the City with both a Payment Bond and Performance Bond in the amount of 100% percent of the total contract price. These bonds must be presented to the City at the time of contract execution. Please see Exhibit B to review Sample Bond forms.

All inquiries related to the requirements should prominently refer to “Bid No. 23-183, On-Call Floor Finishing and Screening Services – ESSER Funding”, and the bid opening date. In order to be considered, questions must be made in writing and received by the Office of Procurement no later than May 10, 2023 at 2:00 P.M. Responses to inquiries will be in the form of a numbered addendum to the specifications issued by the Office of Procurement and sent to all parties listed in the bid file as Bidders(s) holding the bid documents. Bidders should base responses only on the specifications including any addenda.

The Contractor(s) shall comply with State and Local Laws and Regulations accordance with M.G.L. Chapter 149,and shall obtain all official permits required and pay all fees for the same, including but not limited to building and mechanical permits.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
