23-172 - Court Square Improvement Project

The Court Square Improvement Project includes sidewalk, paver, landscape, drainage, electrical and other improvements to Court Square, as well as roadway improvements to Elm Street and Court Square Way. The project is expected to commence construction on June 23, 2023, with substantial completion of the Court Square Way and Elm Street Roadway portion by November 17, 2023 and full construction completed by July 1, 2024.

This Invitation for Bids is subject to M.G.L. Ch. 30 39M and other state procurement statutes. MA Prevailing Wages and Federal Davis-Bacon Wages will apply to this project. This project has an estimated cost of five million, four hundred and fifty thousand dollars ($5,450,000).

A pre-bid conference will be held on May 31, 2023, at 10:00 in the Conference Center, DPW Offices, 70 Tapley Street, Springfield, MA 01104.

Bid Forms and Contract Documents will be available for pick-up at www.biddocsonline.com on May 17, 2023, (may be viewed electronically and hard copy requested) at Nashoba Blue, Inc. at 433 Main Street, Hudson, MA 01749 (978-568-1167). Bidders requesting Contract Documents to be mailed to them shall include a separate check for $40.00 per set for UPS Ground (or $65.00 per set for UPS overnight), payable to Bid Docs Online, Inc. to cover mail handling costs.

All questions regarding the bid or its specifications must be made in writing and received by the Office of Procurement no later than June 1, 2023 in order to be considered. Answers to the submitted questions will be made through numbered addenda issued by the City.
The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so. The City of Springfield supports the goal of twenty percent minority and women (MWBE) participation in all contracts.
