The City is calling for qualifications and proposals for the design and installation of a bas relief bronze sculpture of Dr. Seuss to be located in Forest Park. The City is seeking to fabricate and install an 8 ft. by 6 ft. bas relief bronze sculpture in Forest Park to honor Dr. Seuss (Theodor “Ted” Seuss Geisel) that depicts how growing up in Springfield MA influenced his works and illustrations. The sculpture should depict Ted as a youth with his father, Theodor R. Geisel, alongside local landmarks and images that helped influence Dr. Seuss’ illustrations and publications. The sculpture should be completed by an artist or artist-led team for a commissioned, site-specific, permanent art installation.

Proposers must include a clear project scope for all stages of the project from design, through fabrication and transportation in their technical proposal. A separate sealed price proposal must include all proposed costs from design and fabrication through delivery on site. The City will assist with installation of the sculpture on site.

The Chief Procurement Officer reserves the right to waive any informality in and/or to reject any or all bids if it is in the public interest to do so. All questions regarding bid or its specifications must be made in writing and received by the Office of Procurement by March 24, 2023, 4:00 P.M. in order to be considered (contact: lstabilo@springfieldcityhall.com).

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
