23-113 - Improvements to Marshall Roy Park

Sealed bids for a Prime Contractor contract are requested through the Office of Procurement. Bidding procedures are per Massachusetts General Laws (M.G.L.) Chapter 30§39M as amended and other applicable statutes.

Bids for Prime/General Contractor will be accepted at the Office of Procurement, Room 307, City Hall, 36 Court St., Springfield, MA 01103 until 2:00PM EST on March 14, 2023, at which time they will be publicly opened and read.

Improvements to Marshall Roy Park will include installation of sediment and erosion controls, demolition of existing splash pad and pavements, installation of owner-furnished splash pad and fitness equipment, installation of site utilities, construction of paved walkway, installation of owner-furnished site furnishings, concrete work, and landscaping.

Project is estimated not to exceed $300,000.00. An optional Site Visit has been scheduled for March 1, 2023 at 10:00 a.m. at Marshall Roy Park, 162 El Paso Street, Springfield MA. The successful bidder must agree to pay MA Prevailing Wage rates whenever applicable. The City reserves the right to waive any informality in, or to revoke and or reject, any or all bids, if in the public interest to do so. All questions regarding bid or its specifications must be made in writing and received by the Office of Procurement by March 3, 3023, 4:00 P.M. in order to be considered (contact; hbutton@springfieldcityhall.com).

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
