At which time the Proposals will be privately opened and read. RFQ documents and specifications will be available beginning February 3, 2023 in person at the Office of Procurement or through the City’s website: www.springfieldcityhall.com during normal business hours.

The City of Springfield seeks qualifications and price proposals from qualified Architecture/Engineering Professionals to perform services for the project entitled: “Roof Replacement at Department of Public Works and Fire Department Headquarters Building.” The City is seeking the design services of a Massachusetts licensed Architectural firm to provide designs, specifications and construction oversight services through the design development, development of construction documents, bidding phase, construction, and closeout phases of this project.

There will be an optional site visit on February 10, 2023 at 10:00 AM on site at the Department of Public Works Building (70 Tapley St., Springfield MA) and February 10,2023 @ 1:00 PM at the Fire Department Headquarters (605 Worthington St, Springfield, MA 01105) For questions regarding the site visitation, contact William Cahillane at (413) 265-0070 and Wcahillane@springfieldcityhall.com.

The Construction budget for this potential Project is estimated to be five million dollars ($5,000,000.0) depending upon the solution that is agreed upon by the Owner and that is ultimately approved by the Springfield City Council. The Fee for the above-mentioned Designer is set at $100,000.00 and cannot be adjusted or negotiated.

Questions must be submitted in writing to Hope Button, Deputy Procurement Officer, City of Springfield, MA, Office of Procurement 36 Court St., Room 307, Springfield MA 01103 hbutton@springfieldcityhall.com by 4:00 PM on February 17, 2023 in order to be considered. The City reserves the right to waive any informality in, or to revoke, any or all bids, if in the public interest to do so.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
