FCC E-Rate Category One - Fiber-Optic Product and Services - E-Rate Program Year 26

Springfield Public Schools and the City of Springfield are seeking proposals for the engineering, installation, and support of (2) separate Fiber Wide Area Networks.
Springfield Public Schools (“SPS”) is accepting proposals for FCC E-Rate Category 1 Data Transmission Services to connect approximately 55 SPS sites. The City of Springfield (“City”) is accepting separate and ineligible proposals to connect approximately 61 City sites. Qualified and experienced E-Rate Service Providers are invited to submit proposals to provide engineering, and installation of a single-mode fiber-optic cable infrastructure (underground and aerial).
The SPS and the City are requesting proposals to provide leased lit, leased dark and self-provisioned fiber-optic with maintenance options to the locations listed in Appendix A for the SPS and Appendix B for the City. For any options that include a build-out, we would like to see options that include pricing based on E-rate’s Special Construction Program for the SPS and a separate proposal for the City sites, both with an optional installment payment plan over 4 years. The proposed solutions must connect all SPS locations to the SPS’s Data Centers and the City locations to the City’s Data Centers. The designs must be scalable in terms of speed and future expansion. All applicants must have previous experience with the E-Rate program and have a valid and certified SPAC.


Submission of RFPs. Proposers are required to submit one (1) original Technical Proposal, (4) hard copies and flash drive, as well as One (1) original Price Proposal, (4) hard copies and flash drive to be submitted in a separate sealed envelope. See RFP specifications for form and structure of Technical Proposal. All RFPs must be submitted in sealed envelopes each of which shall be clearly identified on the outside as; package “RFP No. 23-090, SPS/CITY Fiber Wide Area Networks-TECHNICAL”, with SPIN number, and opening date. The RFP submission shall be placed inside a single container (box, envelope, etc.) clearly identified on the outside as Proposer’s name; package “RFP No. 23-090, SPS/CITY Fiber Wide Area Networks -PRICING”, with SPIN number, and opening date, with Price Proposal in a separate package. Proposers interested in submitting a proposal with the Office of Procurement must respond to the office by January 10, 2023 at close of business.

E-Rate Requirements:
• Proposer must be familiar with and comply with all E-Rate rules and regulations.
• Proposers must have a valid Service Provider Identification Number (SPIN) and have a relationship in good standing with the FCC/USAC/SLD.
• All requested products and services may be contingent upon E-Rate funding approval and appropriation of funds and/or school committee approval.
• Service Providers must meet all terms and conditions set forth by Universal Service Administration Company.
• Best price and most cost-effective solutions will be the highest scored factors on proposal evaluations
• Proposer must have a current SPAC form with USAC.

• Only Proposers that use the SPI (Service Provider Invoice) Form 474 method form of billing may submit a proposal on this project. Billed Entity Applicant Reimbursement (BEAR) Form 472 method of billing will not be accepted. See http://www.usac.org/sl/service-providers/step05/default.aspx for more details.
• All proposals must indicate if any part thereof would be considered ‘ineligible’ under the FCC E-Rate Program by USAC and the associated costs the SPS would be responsible for. All City buildings are ineligible and must be priced separately.

Terms and Conditions:
The contract will be awarded to the Proposer submitting the best responsible proposal complying with the requirements of this RFP, provided the proposal is reasonable and in the best interest of the SPS and City to accept. The Proposer must meet or exceed all requirements. Each response will be reviewed to determine if it is complete prior to actual evaluation. All sites must be included in the proposal. Failure to include all sites in a proposal may be considered grounds for disqualification.




The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
