23-081 - Invitation for Bid for a Prime Contractor for Court Square Improvement Phase 1

The Improvements to Court Square include sidewalk, paver, landscape, drainage, electrical and other improvements to Court Square, as well as roadway improvements to Main Street, Court Street, Elm Street and Court Square Way. The project is expected to commence construction on March 15, 2023, with substantial completion by November 8, 2023 and full construction completed by December 8, 2023

This Invitation for Bids is subject to M.G.L. Ch. 30 39M and other state procurement statutes. MA Prevailing Wages and Federal Davis-Bacon Wages will apply to this project. This project has an estimated cost of five million, seven hundred and fifty thousand dollars ($5,750,000.00).

A pre-bid conference will be held on February 23, 2023, at 10:00 a.m. in the Conference Center, DPW Offices, 70 Tapley Street, Springfield, MA 01104.

All questions regarding specifications must be submitted in writing, no later than February 24, 2023 by 4:00 PM. Bid Forms and Contract Documents will be available for pick-up at www.biddocsonline. on February 8, 2023 (may be viewed electronically and hard copy requested) or at Nashoba Blue, Inc. at 433 Main Street, Hudson, MA 01749 (978-568-1167). Bidders requesting Contract Documents to be mailed to them shall include a separate check for $40.00 per set for UPS Ground (or $65.00 per set for UPS overnight), payable to BidDocs Online, Inc. to cover mail-handling costs.

The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so. The City of Springfield supports the goal of twenty percent minority and women (MWBE) participation in all contracts.
