at which time the bids will be privately opened and read in the Office of Procurement. Bid forms will be available on the City’s website, www.springfieldcityhall.com on April 20, 2022, under the “Available Solicitations” tab.

The City of Springfield, Division of Human Resources, is requesting proposals for an appropriate and qualified Administrator to provide comprehensive Employee Assistance Program services as well as Substance Abuse Professional services as outlined by the Department of Transportation. The selected Administrator shall perform the services, for eligible City employees and their family members. The anticipated number of eligible employees is 3,200. The Administrator shall also provide supervisory referral services for all City employees. The contract is for one year with an option for an additional two years.

The City hereby requests competitive sealed proposals in accordance with Massachusetts General Laws Chapter 30B.The City of Springfield supports the goal of twenty percent minority and women participation in all contracts.

All questions regarding bid or its specifications must be received by the Office of Procurement no later than April 27, 2022 by 4:30 P.M. to Katie Vegh at kvegh@springfieldcityhall.com . The Chief Procurement Officer/Designee reserves the right to waive any informality and to reject any or all bids if it is in the public interest to do so.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
