22-071 - Notice of Funding Eligibility for Increasing Neighborhood Council Awareness
End date: Tuesday November 30, 2021 at 2 p.m.The City of Springfield recognizes that in order to build resilience and respond effectively to disaster situations it must have an effective outreach and community engagement strategies prior to an actual disaster.
Springfield has seventeen (17) officially recognized diverse neighborhoods, and nineteen (19) recognized neighborhood councils. Each of these neighborhoods has a distinct neighborhood organization that has a leadership team of residents, whom are selected by neighborhood residents. These organizations provide a central base for grassroots neighborhood activism, collaboration around neighborhood needs, building bonds and ties between neighbors, organizing neighborhood activities and drawing attention to quality of life issues that impact residents. Springfield City government typically utilizes these councils as the primary point of 2-way communication with the various neighborhoods.
The City of Springfield is releasing grants up to $10,000 to be awarded to neighborhood councils that present a cohesive and comprehensive plan to increase awareness of and participation in their neighborhood council. The City will award funding to five (5) pilot neighborhood councils. Neighborhood Councils whose neighborhoods show two (2) or more environmental justice factors within their neighborhood boundaries will be eligible to submit a proposal for grant funds.
Neighborhood Council proposals should demonstrate clear and concise plans for how they will increase awareness of the council and increase participation in the council. Plans should be tailored to each neighborhood’s individual needs, but should include some combination of the following:
1. Print, digital and in-person outreach (in accordance with Centers for Disease Control, Commonwealth of Massachusetts and City of Springfield - COVID-19 guidelines).
2. Print strategies may include flyers to be distributed by direct mailing to neighborhood residents, informational door hangers to be left at residences, letters, etc.
3. In person strategies may include door-to-door outreach, engaging neighborhood residents at established community events and gathering places (i.e. community center, schools, bodegas, churches. etc), hosting in-person recruitment, etc.
4. Digital Strategies may include outreach through social media, websites, internet ads,etc.
5. Outreach strategies should make a point to focus on increasing awareness and participation among Environmental Justice populations as defined by the Commonwealth of Massachusetts below.
6. Outreach focus should also include neighborhood residents that may be least likely to participate, including renters, youth and English isolated residents.
The City encourages collaboration between councils to incorporate feedback and update outreach models as necessary. Work with residents and stakeholders to develop an in-depth understanding of how residents within the City’s Environmental Justice populations access information regarding local news, local and community events and information disseminated by the City of Springfield. The City is separately seeking a contract for Spanish translation services that neighborhood councils will be able to utilize for translation of materials.

The City will be hosting a virtual technical assistance session for neighborhood councils to ask questions on October 28, 2021 at 6:00 pm. This format will be held virtually and the zoom link and password will be emailed to any party that has requested the RFP in the form of an addendum forty-eight (48) hours in advance of the meeting.
