Sealed Request for Qualifications Proposals for On-Call Professional Engineering Services –

Bid documents will be available beginning Wednesday, November 10, 2021 at the Office of Procurement, 36 Court Street, Room 307, Springfield MA 01103 during normal business days, Monday through Friday between 8:15 AM and 4:30 PM. Bidders can also request a copy on the City’s website page at www.springfieldcityhall.com.

The City of Springfield through its Department of Public Works wishes to engage one or more multi-disciplined engineering firms for a variety of services on an as-need basis. The selected consultant(s) may be required to complete projects which require special expertise and/or are too large for the execution by in-house staff.

The resultant term of the awarded contract will be for one year, with two additional one-year renewable options at the sole discretion of the City of Springfield. The City anticipates awarding multiple contracts. Estimated value of each contract is $500,000.00

Your attention is directed to the Equal Employment Opportunity and Affirmative Action section of the RFQ. The Chief Procurement Officer reserves the right to reject any or all proposals.

The City of Springfield will hold a pre-submission conference on November 29, 2021 at 10:00 A.M. at 70 Tapley Street, Springfield, MA 01104. Bidders are highly recommended to attend.

All questions regarding this bid or its specifications must be received by the Office of Procurement no later than Wednesday, December 1, 2021 by 4:00 P.M.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
