at which time the proposals will be privately opened and logged. RFP documents and specifications will be available through the City’s website (www.springfieldcityhall.com) on July 6, 2021,or may be picked up in the Office of Procurement, 36 Court Street, Room 307, Springfield, MA 01103. Any proposals received after the specified due time will not be accepted. This RFP is subject to M.G.L. Ch. 30B § 6 and other state procurement statutes.

The City of Springfield Elections Department is seeking proposals for qualified vendors to provide new election equipment, software and other associated training and services. As part of the evaluation process, the City may request and equipment demonstration during the evaluation process. Any demonstration shall be conducted at no cost to the City.

The contract(s) is estimated to be a value of $450,000.00. All questions must be made in writing and received by the Office of Procurement no later than July 21, 2021 at 4:30 P.M. in order to be considered (ttheocles@springfieldcityhalll.com).

All bidders are advised that the City of Springfield encourages the use of minority and women-owned business enterprises (“MWBE”) and expects a good faith effort to comply with the City’s goal of twenty (20%) percent MWBE participation.

The Chief Procurement Officer/Designee reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
