Sealed bids for a Prime Contractor contract are requested through the Office of Procurement. Bidding procedures are per Massachusetts General Laws (M.G.L.) Chapter 149 as amended and other applicable statutes. Chapter 149 requires that the Prime/General Contractor be certified by the State Division of Capital Asset Management in the category, “General Carpentry” if bids are greater than $150,000.00 in value.

Bids for Prime/General Contractor will be accepted at the Office of Procurement (Room 307 City Hall) until 2:00PM EST on June 17 2021, at which time they will be publicly opened and read via teleconference (Call in Number: (413) 784-4951, ID# 312372#) in the Office of Procurement.

The Department of Parks, Buildings, and Recreation Management- Facilities Division is issuing this bid solicitation for mechanical trades work to facilitate the relocation of the school’s kitchen. The City has retained CBA architects and Robert Hall’s office for mechanical specification. Please refer to their specifications and prints for site details.

An optional Site Visit has been scheduled for 5/15/21 at 9:00 A.M, on-site at Lincoln School. Bidders are strongly encouraged to attend the site visit Contact: Jonathan Carignan, (413) 787-6279). Bid Forms and Contract Documents will be available for download at www.springfieldcityhall.com for no charge beginning 5/12/21. The estimated cost of the Project is not to exceed $150,000.00.

Contractor must agree to pay MA Prevailing Wage rates whenever applicable. The City reserves the right to waive any informality in, or to revoke, any or all bids, if in the public interest to do so. All questions regarding bid or its specifications must be made in writing and received by the Office of Procurement by June 11, 2021, 4:30 P.M. in order to be considered (contact; ttheocles@springfieldcityhall.com).

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
