at which time they will be publicly opened and read via teleconference. Call in Number: (413) 784-4951, ID# 312372#. Bid forms will be available on the City’s website, www.springfieldcityhall.com on May 5, 2021, under the “Available Solicitations” tab.


The City is seeking Contractors to be a manufacturer of bituminous concrete and supply the Springfield Department of Public Works along with the Department of Parks, Buildings, and Recreation Management; Facilities and Parks Divisions bituminous concrete for various municipal and school locations throughout the City on an as needed basis. The estimated value of the contract is not to exceed $300,000.00 per year. The City intends to award up to Two (2) potential contracts to the lowest responsible and eligible bidder(s). The initial term of the contract awarded is One (1) year in length, and the City will retain Two (2) one-year in length renewal options. The services included in this bid will fall under M.G.L. Ch. 30 §39M and other applicable procurement statutes.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts.

All questions regarding bid or its specifications must be received by the Office of Procurement no later than May 14, 2021 by 4:30 P.M. to Katie Vegh at kvegh@springfieldcityhall.com . The Chief Procurement Officer/Designee reserves the right to waive any informality and to reject any or all bids if it is in the public interest to do so.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
