Request for Qualification / Proposal Package will be available beginning March 31, 2021, at the Office of Procurement. Bidders can request a copy of the RFQ/P on the City’s website on the Procurement Department page at www.springfieldcityhall.com.
The City of Springfield, is seeking qualification packages from engineering firms to provide professional engineering services to prepare survey, permitting services, design plans, specifications and construction related services for a MEMA / FEMA funded construction project. Work includes, but is not limited to the stream channel improvements at the downstream face of the culvert carrying Entry Dingle Brook under Tiffany Street, near Tiffany Street’s intersection with Bremen Street. The Engineer will be required to complete all phases of survey, design, specifications, permits, estimates, etc. required by MEMA / FEMA and the City of Springfield. The exact project scope and design fee is set by the grant award from FEMA.
The Chief Procurement Officer/Designee reserves the right to reject any or all responses if in the best interests of the City. The City of Springfield goal of twenty (20%) MWBE participation applies to this project. As the service is exempt from the Uniform Procurement Act and the Designer Selection Law, the City will instead follow a traditional Request for Proposals (RFP) model, reserving the right to deviate from that model if necessary
The City of Springfield will hold a non-mandatory pre-submission conference on April 13, 2021 at 10:30 A.M. at the project site on Tiffany Street, or via ZOOM. All questions regarding this RFQ or its specifications must be made in writing and received by the Office of Procurement no later than April 16, 2021 by 4:00 P.M. (ttheocles@springfieldcityhall.com)
The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
